- This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC) 2920 Brandywine Road, Atlanta, GA 30341 intents to sole source; in accordance with FAR Part 6.302-1and 41 USC 253 (c) (1) for the follow up of Ebola Vaccine Trial Study under contract 200-2015-61930. The CDC intent is to sole source the following requirement to eHealth & Information Systems Africa, 17971 Santa Clara Ave, Santa Ana, CA 92705-1958. The North American Industry Classification System code is 541611. The purpose of this procurement is to provide services to support the completion of the on-going work for CDC's Ebola Vaccine Trial Study project. Services include providing the necessary personnel to continue to conduct the follow up activities in an efficient manner on participants in an immunogenicity sub-study and on vaccinated women who became pregnant within 2 months following vaccination or enrollment through the birth of the child plus 28 days. Work also involves investigators, project management, clinical, technical, administrative, and logistics staff; and follow up of remaining vaccinated participants. Other services include conducting a writing workshop, general transportation and logistics, providing for the 5 year tail required for Sierra Leone Trial to Introduce a Vaccine against Ebola STRIVE liability insurance, providing all the necessary means for successfully closing out the clinical trial, and operate the cold store in Freetown, Sierra Leonne for specimen and vaccine storage. This procurement is a follow-on to existing activities on above contract and award to any other source would result in unacceptable delays in fulling the agency's needs under the previous urgent and compelling authority. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 5:00 pm EST on April 23, 2016. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. All questions must be in writing and must be emailed to Tim Barnes at krz3@cdc.gov. Please reference CDC-2016-N-17813 STRIVE on all correspondence. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to eHealth & Information Systems Africa. The anticipated period of performance is from June 14, 2016 to June 13, 2017.
