Summary of Changes: -The anticipated date the solicitation will be issued has changed to April 18, 2016. -The anticipated evaluation process has changed to: The Government will determine the best value by utilizing the Full Trade-Off process in accordance with the procedures outlined in FAR Part 15. GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: Mold Remediation and Repair PROJECT SCOPE: The work of this project is primarily for the remediation of mold, mildew and spore growth on the third floor of the Veterans Benefits Administration St. Petersburg Regional office. This includes, but not limited to: the removal and replacement of the gypsum boards; repainting of walls; removal and disposal of mold and debris; removal and disposal of carpeting. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is VA101V-16-R-0188. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about April 18, 2016, with offers due at least 30 days later. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $250,000 and $500,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. The Government will determine the best value by utilizing the Full Trade-Off process in accordance with the procedures outlined in FAR Part 15. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 236220 and the small business size standard is $36.5 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 90 calendar days following the issuance of the notice-to-proceed. SITE VISIT: It is anticipated that a Site Visit will be held on or about 22 April 2016 at 10:00 AM EST. Specific details regarding the site visit will be provided in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government.
