- NOTICE OF INTENT TO AWARD SOLE SOURCE ORDER UNDER EXISTING BASIC ORDERING AGREEMENT The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source Order under existing Basic Ordering Agreement (BOA) HDTRA1-08-G-0001 to the National Nuclear Center of Kazakhstan (NNC). This is a follow-on Order. This effort will address requirements for radiological surveys, remediation of identified areas of contamination and site security enhancements. Services include: project planning and scheduling, construction project coordination and management, procurement of equipment and materials, radiation safety, and provision of medical and administrative facilities at designated work sites. The BOA will be valid for 5 years. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have five (5) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after five (5) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government’s discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.320-1, Only One Responsible So urce and No Other Supplies or Services will Satisfy Agency Requirements. There is only one responsible source because the Government of Kazakhstan has directed the source for performance of the required work. By decree of the Government of Kazakhstan (GOK), the NNC is the leading organization for nuclear weapons infrastructure elimination work at the STS. This authorization was granted by Presidential Decree No. 1002 dated August 13, 1996. All responses must be submitted in writing to the address or facsimile number stated herein to the attention of: Notice of Intent NNC KZ. Response to this notice must be received by close of business April 12, 2016. Responses must include your business name, point of contact, address, and telephone number with area code. Any response to this notice must clearly demonstrate that competition would be advantageous to the Government.
