- This is Sources Sought announcement only - this is not a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the VA Western New York Healthcare System in Batavia, NY anticipate a purchase order for the following: Twenty (20) High-Low Hospital Beds - Nursing Home* * Please see attached Statement of Work (SOW) for required technical specifications The appropriate NAICS Code is 339113 - Surgical Appliance and Supplies Manufacturing Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. DO NOT SEND QUOTES AT THIS TIME ? STATEMENT OF WORK (SOW) 1. Contracting Officer's Representative (COR): TBD 2. Contract Title: High-Low Hospital Beds for a VA Medical Center Community Living Center (Nursing Home). 3. Background: The VA Western New York Healthcare System in Batavia, NY is requesting twenty (20) new High-Low replacement beds for Community Living Center (nursing home). An on-site survey was conducted to assess the condition of the current beds being used by residents living in the Nursing home. The on-site survey found that a majority of the beds being used in the Nursing home are actually Acute Care beds. These Acute Care beds are not the type that are truly appropriate for accommodating residents living in nursing homes, including the one located at the VA Medical Center in Batavia, NY. It is a VA directive that appropriate action and interventions be taken to mitigate not only the number of patient/resident falls, but also to decrease injuries related to those falls. High-Low beds are specifically designed to achieve the goals set by VA directive. 4. Scope. Batavia VA Medical Center is requesting a procurement of 20 High-Low beds for the Community Living Center (nursing home). The beds shall meet all the technical specifications described in paragraph 5 below, which meet the minimum requirements for high-low beds for a Department of Veterans Affairs nursing home facility and its residents. 5. Specific Technical Elements: High-Low Bed proposals will be evaluated according to the following technical requirements. 5.1High-Low beds shall be a 100 / 120V (50 / 60Hz) device. 5.2High-Low beds shall accommodate a satisfactory low height setting in order to mitigate the severity of injury due to falls. The low height setting (10" from floor to top of mattress) is very important as it reduces the distance a fall covers, lessening the impact and reducing the risk for serious injury. 5.3High-Low beds shall accommodate a satisfactory maximum height setting (35.25") in order to allow clinicians to use proper ergonomics while providing care to nursing home residents. 5.4High-Low beds (with mattress pairing) shall have the capability to allow for a maximum inflation option and turn assist feature. The maximum inflation and turn assist enable clinical staff to provide appropriate care to residents. These features will also help reduce the risk of pressure ulcers. 5.5High-Low beds shall have an integrated scale which allows clinical staff to weigh residents without requiring residents to exit the bed for a "zeroing" procedure. 5.6High-Low beds shall provide a programmable, under-the-bed night lighting system to help reduce the risk of trips and falls. The under-the-bed lighting system provides for a safer trip to the bathroom for residents at night (one of the most frequent times residents fall is while attempting to navigate to the bathroom during the P.M. hours). 5.7High-Low beds shall have the following features (High-Low beds will be evaluated on the presence and or technical specifications of these features): 1.CPR release 2.Frame and mattress pairing with a maximum weight capacity of 500 lb. 3.Under-bed obstruction sensor 4.Removable Head and Foot boards 5.Footboard controls for clinical personnel. 6.Pendant with controls for residents. 5.8High-Low beds shall be in compliance with all 7 FDA Entrapment Zones (as evaluated by the evaluation team). 5.9High-Low beds should have an integrated monitoring system capable of detecting changes in bed positioning and settings (such as height and angle positions and alarm settings). The monitoring system should be able to effectively alert clinical staff about potentially compromising changes in bed position or settings to help prevent injuries to residents of the nursing home. 5.10 High-Low beds shall be able to accommodate Trendelenburg, Reverse Trendelenburg, and, Cardiac Chair and Fowler positions. 5.11High-Low beds will be evaluated based on their exterior aesthetics. The High-Low beds will be a part of a home environment for nursing home residents. The beds should be designed with exterior aesthetics that will make residents feel "at home" and provide a comfortable environment for residents. 5.12High-Low beds shall have a three (3) Zone Bed Exit Alarm to assist staff in identifying those residents attempting to exit the bed inappropriately. Three zone bed exit alarms provide an early warning system to clinical staff that resident movement is occurring and will allow clinical staff to quickly respond. The bed exit alarm should have the ability to track bed exit history over time. Bed exit tracking history will help nursing home clinical personnel assess the risk of resident falls for all residents living on the floor. 5.13High-Low beds shall have a battery backup. The High-Low beds shall have a power status indicator to alert clinical staff when beds have low remaining battery. 5.14High-Low beds shall be able to accommodate standard tray tables that fit under the beds. 5.15High-Low beds shall integrate with the Rauland Responder 5 nurse call light system. 5.16High-Low beds shall have adjustable quad side rails. These side rails shall have controls for residents. High-Low beds shall have resident control lockouts. The side rails of the High-Low beds need to be sufficiently long to help prevent patient falls. 5.17High-Low bed mattresses shall have antibacterial surfaces to minimize infection control risks. 5.18High-Low bed mattresses shall have the capability of pressure redistribution to reduce the risks of pressure ulcers and provide support to the vulnerable sacral region. 5.19High-Low bed mattresses should be designed to help reduce pressure on residents' heels. 5.20High-Low bed shall have a 500lb weight capacity. 6. Terms and Conditions: The offering vendors shall meet the following Batavia VA Medical Center Terms and Conditions. 6.1Cleaning and disinfecting protocols for the High-Low beds shall be provided and demonstrated to staff by the offering vendor. A list of acceptable cleaning and disinfecting chemistries shall be included with the purchase of High-Low beds. 6.2Two copies of all service literature shall be provided, including any necessary service and maintenance software, keys, and or passwords (in accordance with: 21-CFR 820.170(a), NFPA99 (2012 edition) Chapter 10.5.3, VAAR 852.211-70, and the VA NAC AS3000 clause). 6.3 Two copies of the operator's manual for the High-Low beds shall be provided; any other operator (End-user) training media shall be provided. 6.4On-Site Operator (End-User) Training for High-Low beds shall be provided by the vendor or OEM as a part of the procurement agreement. The On-Site Operator Training shall instruct clinical operators how to properly utilize the High-Low beds. The On-Site Operator Training to be provided shall be coordinated with the Batavia VA Medical Center nursing home clinical staff. 6.5Vendors shall disclose the preventive maintenance requirements for their High-Low beds (including required inspections, testing protocols, and necessary time/ frequency dependent part replacements). 6.6Vendors shall provide a listing of all Recalls, Safety Alerts, and Field Engineering Change notices over the past 12 months pertaining to the High-Low beds being offered. 6.7A standard, 1 year warranty shall be included with the bid proposal. Other warranty options may be detailed (offering vendors not required to do so), but should only be listed as potential options in the bid proposal.
