Commissioning Services Solicitation Number: HQ0034-15-R-0136 The Department of Defense, Washington Headquarters Services, Acquisition Directorate is soliciting offers in response to request for proposal (RFP) HQ0034-15-R-0136 for WHS Commissioning Services at the Pentagon and other National Capital Region (NCR) locations. The majority of the work will be performed at Department of Defense facilities in the National Capital Region. The solicitation will be issued as a 100% small business set-aside, with an Active Secret Facility Clearance (FCL) requirement, no exceptions to this requirement and we invite full and open competition from firms meeting this criterion. The Government will only accept offers from small business concerns. The acquisition will be classified under the North American Industrial Classification (NAICS) code is 541350 Building Inspection Services with a small business size standard of $7.5 million. The Government contemplates a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) type contract utilizing the issuance of firm-fixed price Task Orders, with a base period of one year with four consecutive twelve month option periods. The RFP is issued in electronic format only. Potential offerors are responsible for monitoring FBO for the amendments of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Scope of Work Summary: The contract includes Commissioning (Cx) services which continue over the facility life cycle and integrates seamlessly with Pentagon Reservation and other DoD Facilities. Building Cx is a team effort requiring cooperation, commitment, and communication by all parties to succeed efficiently and effectively. This contract shall provide commissioning services for all types of building commissioning services. In addition, this contract will include Code Enforcement and Document Management, which is the process of achieving, verifying and documenting the compliance of project designs and construction to the WHS Building Code. Code Enforcement starts in the design phase with the contractor's application for a Building Permit and extends through the construction process until the issuance of a Certificate of Occupancy. Code enforcement services are required to ensure that codes and standards are implemented at the Pentagon and at other DoD facilities in the NCR. The tasks included in this Performance Work Statement (PWS) incorporate DoD Unified Facilities Criteria (UFC), Washington Headquarters Services Building Code (WHSBC), Washington Headquarters Services Fire Regulations (WHSFR) and other force protection coordination requirements. WHS' goal is to ensure that facilities' systems provide a safe working environment for DoD personnel. Important Information: a. NAICS Code: 541350 Building Inspection Services b. Additional information, as it becomes available, will be posted as amendments to the solicitation. All amendments will be available for viewing at www.fbo.gov. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) 52.204-7 System for Award Management and with 52.204-8, Annual Representations and Certifications, to register in SAM (https://www.sam.gov/portal/public/SAM). Lack of registration will make an offeror ineligible for contract award.
