Joint Helmet Mounted Cueing System (JHMCS) Lower Helmet Vehicle Interface (LHVI) and Quick Mounting Bracket (QMB) Production Contract Sources Sought (Intent to Purchase on Sole-Source Basis) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to establish a sole-source production contract for the following Joint Helmet Mounted Cueing System (JHMCS) Lower Helmet Vehicle Interface (LHVI) and Quick Mounting Bracket (QMB) equipment: National Stock Number (NSN) Part Number (P/N) Description 6150-01-504-5576 178-6384-2 F-15 LHVI 6150-01-586-0115 178-6126-4 F-16 LHVI 6150-01-521-3205 178-6126-3 F-16 LHVI 6150-01-598-4363 178-6827-3 F-16 LHVI 5340-01-470-1155 178-4667 QMB SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the LHVI and QMB components listed in the table above. ITEM DESCRIPTION: The JHMCS is a helmet mounted display system designed to provide the fire control systems' aircrew with the combat advantage of first look, first shot capability in both air-to-air and air-to-ground roles. The LHVI and QMB are critical components of the JHMCS that are used by aircraft aircrew to execute these roles. The LHVI is a platform unique cable that runs from the pilot's hip to the Electronic Unit (EU) inside the aircraft. The voltages and electronic signals required for JHMCS operation pass through this cable. The QMB is attached to the pilot's torso harness to absorb the shock load produced by the Upper Helmet Vehicle Interface (UHVI) cable disconnecting from the LHVI cable at the Quick Disconnect Cable (QDC) during ejection and egress instead of imparting the load to the pilot's head or neck. The QMB includes a low intensity magnet that activates a switch in the QDC providing a confirmation Built-in Test (BIT) on the pilot's display when the QDC is properly seated in the QMB. Impediment to Competition: The original equipment manufacturer for this item is Teledyne Reynolds Incorporated (TRI) (CAGE 99747), which maintains its configuration by part number. The Government does not have unlimited rights to any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, TRI is the only known source with adequate knowledge of the JHMCS LHVI and QMB performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to TRI for the manufacture of the LHVI and QMB equipment in support of the JHMCS Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 20 Apr 2016 to crystal.whisby@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
