- This is a Pre-Solicitation Notice This project will be announced as W912DR-16-B-0004. Project Description: Georgetown Reservoir Building - Washington, DC 1. The proposed procurement is 100% Small Business (SB) set-aside, North Industry Classification System (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction) with a magnitude of construction between $1,000,000.00 and $5,000,000.00. 2. Project Description: The United States Army Corps of Engineers (USACE), Baltimore has a requirement for Georgetown Reservoir Building in Washington, DC. This project consists of providing a comprehensive rehabilitation to the four buildings at the Georgetown Reservoir to address architectural, structural, mechanical and electrical issues. This project will also repair the gravel road around the reservoir, replace portions of the perimeter fence and remove sediment from an 84" conduit that by-passes the reservoir. The end product must result in historically accurate architectural improvements, increased lifespan of the buildings and their improved function. This reservoir and its buildings are critical components of the distribution system and add to the historic fabric of Georgetown. Therefore, an experienced contractor with resources and expertise to handle the following project constraints is needed: i. Restoration of the historical buildings and expertise using a variety of techniques to retain the historic characteristics of the buildings. ii. The repair and rebuild of gravel roadway with limited access points that must remain open and accessible to Washington Aqueduct staff at all times. iii. Performing work in confined spaces with trained and certified personnel in a timely manner. iv. Limited staging areas for material, equipment and soil stockpile since the reservoir is located in a residential neighborhood. v. Maintaining facility security during the phased replacement of perimeter fencing The solicitation will be provided in an electronic format, free of charge on or about 22 April 2016, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package. 3. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper.
