- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: J - Maintenance, Repair, and Rebuilding of Equipment SUBJECT: Sole Source Justification, Hitachi Scanning Electronic Microscope Maintenance and Repair Services SOLICITATION NUMBER: SB1341-16-RQ-0254 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; GRACE GARRITY, Contracting Officer (301) 975-2345 DESCRIPTION: The Materials Science and Engineering Division (MSED) of the National Institute of Standards and Technology (NIST) has the mission of promoting U.S. innovation and industrial competitiveness in the development and use of materials by advancing measurement science, standards, and technology. The MSED owns the following Hitachi electron microscope: Hitachi Model S4700-II, Field Emission Scanning Electron Microscope, Serial# 6035-05, NIST Property 606559 equipped with a Stage/Video Amplifier Unit (Hitachi Part C-537-9800), a Photomultiplier Power Supply (Hitachi Part C-537-9801), a S-4700 RS-232C Communication Interface (Hitachi Part C-537-9807), and a Seiko-Seiki-Turbo Molecular Pump (Hitachi Part C-TMP-SS). The Contractor shall perform maintenance and repair services to the keep the above equipment, and associated components, continuously operating in accordance to the manufacturer's specifications, and the Contractor's preventive maintenance terms and conditions: Period of Performance: Base period of 12 months, plus two 12-month option periods. ***** Sole Source Justification is based on the following: The original equipment manufacturer, Hitachi High Technologies America, has indicated that no other companies are authorized or qualified to perform maintenance or repairs on this system. Furthermore, no entity other than Hitachi High Technologies America has access to the proprietary parts required for repairs. *****The North American Industry Classification System (NAICS) code for this acquisition is 811219, Laboratory instrument repair and maintenance services Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Richard Kim at Richard.kim@nist.gov. All responses to this notice of intent must be submitted so that they are received at Richard.kim@nist.gov no later than April 18, 2016 at 12:00 PM Eastern Time.
