- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Defense Health Agency (DHA) Solution Delivery Division (SDD) intends to issue a Firm-Fixed Price (FFP), Sole Source Award to Kartos Technology & Training Solutions in accordance with statute 10 U.S.C. 2304(c)(1) as implemented under authority FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The Period of Performance for this proposed contract is for a period of eight (8) months. This proposed contract action is to support development, testing, and deployment of the interface between the Enterprise Blood Management System (EBMS) Transfusion Services system and the Cerner Millennium product being utilized by the Defense Healthcare Management Systems Modernization (DHMSM) Program Office. Specifically, the government will procure services to meet the following objectives: 1. Definition of parameters, configuration management, supporting installation of testing environments, supporting developer and Government testing, and support for implementation and deployment of the interface to the selected Military Treatment Facilities (MTFs). 2. Conduct of End-to-End Test for codes and units, complete Test Readiness Reviews, support for installation at host sites, and support System Acceptance Testing (SAT) at sites. Cerner Millennium is a newly developed Department of Defense (DoD) Electronic Health Record (EHR) system with a fully functional, deployment date of December 31, 2016 as mandated by the National Defense Authorization Act for Fiscal Year 2014, p 592. The EBMS Transfusion Services system is one of 30 EHR ancillary systems that Cerner Millennium must interface with. The limited timeline for interface includes a completed Interface Control Document (ICD) by April 11, 2016 and a complete formal Component Integration Testing (CIT) by July 1, 2016. The EBMS Transfusion Service system is based on a 510k cleared medical device product trademarked as HCLL and manufactured by Mediware. Kartos Technology & Training Solutions served as the system sustainment vendor since September, 2012. Their current access to proprietary knowledge of the HCLL software and experience in sustaining HCLL's message types best enables the interface timeline set the congressional mandate. The North American Industry Classification System (NAICS) for this requirement is 541519 and the size standard is $27.5. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a written solicitation will not be issued. This announcement constitutes the only notice by the government; however any interested party that believes it can meet the requirement must respond in writing in the form of a capability statement. Responses must include supporting evidence that is clear and concise which articulates the ability to comply with the requirement outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose to determine whether a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this procurement on a full and open competitive basis will be made based on the responses received. Determination is solely within the discretion of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the proposed contract will be awarded without further remark.
