This announcement constitutes the only solicitation; quotes are being requested based on the requirements outlined in this combined synopsis/solicitation. A written solicitation will not be issued. This solicitation, AG-0120-S-16-0014 is issued as a Request for Quotation (RFQ), for a firm fixed price type contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective 07 March 2016. Description of requirement: BACKGROUND: The U.S. Forest Service, Sitka Ranger District currently has offices in a 22,500 SF, 3-story, office building located at 204 Siginaka Way, Sitka. (The current office houses approximately 55 employees.) A contract to renovate a 12,500 SF, 2-story warehouse building into a fully functioning office space is nearing completion. (The new office will house approximately 50 employees.) The new office is located at 2108 Halibut Point Road, Sitka AK. The move from the old building into the new building is forecasted to take place in June 2016.   SCOPE: The U.S. Forest Service, Sitka Ranger District has a requirement to obtain relocation services to move Government Property from the current office building to a new office building. This requirement includes the supply of materials, incidentals, transportation, labor and supervision necessary to relocate items from the old office location to the new office location as well as the disposal of excess items. OBJECTIVE: The intent is to completely vacate 19,650 SF on 2-1/2 floors of the current office TASKS: 001 Relocation of Government Property: Contractor responsible for the following: a. Providing crew and equipment necessary to safely move/relocate all items from current office to new office. Equipment shall be clean and of quality sufficient for protection of the goods. b. Providing tools and labor to disassemble/reassemble items. c. Furnishing, or causing to be furnished, when necessary, padding or other protective material for the interior of buildings, including elevators, from and to which the property will be moved under this contract. d. Carefully padding items which are susceptible to damage. Items requiring padding include large electronics (photocopiers, printers, scanners, faxes, AV equipment); mail room equipment; artwork; wall maps; message boards; vending machines; e. Distribute loads so as to avoid crushing of items. f. Carefully load and unload items to avoid any damage. g. Maintain 44 inch wide (minimum) egress paths at all primary corridors, and 36 inch wide (minimum) egress paths at all secondary corridors. Example of items required to be relocated include, but are not limited to: chairs; tables; desks; shelving units; file cabinets; rifle safes; four drawer safes; two drawer safes; vending machines; refrigerators; microwave ovens; all kitchen wares (boxed by FS) including coffee maker ; recycling bins; trash cans; AV equipment; wall maps; photocopiers; printers; scanners; faxes; sit-stand work stations; drafting tables; wall maps; coat racks; message boards (white boards, bulletin boards); display boards; mail room equipment; fire extinguishers; wheeled carts and dollies; file boxes; books; artwork; First Aid stations; AED; and other miscellaneous office materials. 002 Disposal: Disposal of excess/disposal items from the current office to the contractor's designated disposal, recycle or re-use location. After Items 1 and 3 are completed, contractor responsible for returning to both the old office and new office locations to collect and dispose of all packing materials. Date to be mutually agreed upon, and prior to July 8. Contractor shall ensure that all containers are completely empty of contents before removal from the site. 003 Disassemble/reassemble office furniture (Dispatch Office Relocation): Disassemble and reassemble three (3) workstations, two (2) overhead cabinets, one (1) shelf, plus the miscellaneous items listed below. Work stations shall be moved from old office location to Room 200 at new office location. The Government will identify where to mount and place the items, via a system that is jointly agreed to by the Government and contractor. Contractor shall provide new hardware when existing hardware is not reusable. Wall Mounted Items: a. Wall brackets: Re-use the existing wall brackets in the Dispatch office in 204 Siginaka Way. Contractor is responsible for removing, transporting, modifying, and mounting the wall brackets. b. Maps: 72" x 72" and 48" x 48" (approx.) c. Bulletin boards: 42" x 42", 24" x 36", and 36" x 36" d. Dry erase boards: 24" x 36" and 36" x 48" e. Flat screen monitor: 42" - use existing mounting bracket f. Barometer and digital clock Assemble and place the following items (wall mounting is not necessary for these items): a. One modular workstation composed of panels, desk top, and file cabinets b. File cabinet - 5 drawer Government responsibilities: 1. Pack books and miscellaneous office materials. 2. Mark all items. 3. Power down and unplug all equipment. ITEM IDENTIFICATION: The Government will identify the items to be handled by contractor personnel. A system that is jointly agreed to by the Government and contractor will be utilized. The following categories of markings will be utilized: 1. Transfer to the new office: Contractor to transfer items or materials to the floor, room number, and (where applicable) work station, to the new office at 2108 HPR. 2. Transfer to the new warehouse: Contractor to transfer items or materials to the Government's warehouse at 2104 HPR. 3. Disposal Items: All disposal items become property of the contractor and shall be removed from Government-owned and Government-leased property. Contractor to haul to the contractor's designated disposal, recycle or re-use location. Contractor responsible for ensuring disposal is accomplished in accordance with all laws and regulations.
