THIS IS A SOURCES SOUGHT NOTICE STRICTLY SET ASIDE FOR SMALL BUSINESS CONCERNS. THE GOVERNMENT IS SEEKING RESPONSES ONLY FROM SMALL BUSINESS CONCERNS. (SMALL BUSINESS CONCERNS ONLY): Adaptive Reuse/ Construction Services for the historic Hitchcock Building (#37), St Elizabeths West Campus, SE, Wash., DC. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY! NO AWARD WILL BE MADE FROM THIS NOTICE! NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE! PLEASE DO NOT REQUEST A COPY OF A SOLICITATION! THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is NOT a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a request for information/market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. This market research is being conducted under NAICS 236220 Commercial and Institutional Building Construction; small business size standard for this NAICS code is $36,500,000.00 in average annual receipts over the past three (3) years. The estimated cost range is $15,000,000 to $20,000,000. This Sources Sought encourages maximum participation of interested Small Business concerns. The Construction Performance Period shall not exceed 12 months. PROJECT DECSRIPTION The General Services Administration (GSA) is anticipating procuring for the construction contract for the historic Hitchcock Building (#37) as part of Phase 2 for the Consolidation of the Department of Homeland Security (DHS) at the St. Elizabeths Hospital site in Anacostia, DC. Some demolition, stabilization and remediation have been performed. The scope will include construction completion efforts and construction management for the Hitchcock Building. This Project is the continuation of the renovation and buildout of Hitchcock Hall, Building # 37, a historic building of approximately (28,700 gsf) on the General Services Administration's St. Elizabeths West Campus in Washington, DC. The building shall be used by the Department of Homeland Security (DHS) for use as conference and meeting facilities in order to meet the future campus development needs. The project includes but is not limited to the following Work: 1. Completion of the renovation and restoration of existing building 37. Portions of this work were started under a separate contract. The project currently exists in a partially completed state. 2. Civil engineering and landscaping for the above. 3. Mechanical ventilation, heating and cooling, electrical, plumbing, fire protection along with audio visual and security system rough-ins for the above. 4. Furniture and auditorium seating installation. 5. Partnering for this project is required. It will be the Contractor's responsibility to propose a Partnering entity and fee. BONDS Bid Bond/Guarantee shall be at least 20% of the bid price. Performance and Payment bonds will be required; each in the penal sum equal to 100 percent of the original contract. CAPABILITY STATEMENT The following statements will apprise the General Services Administration of prospective Contractor capabilities required by the above project description. If you are an interested firm, please provide your response to the following: 1. A Written Letter of Interest, company brochure or literature (if available) containing the following elements, at a minimum: a. Name and address of company (inclusive of phone and fax numbers); b. Name and email address of Individual within the company who will be the contact person, if the Government requires additional information; c. Tax Identification Number, Dunn & Bradstreet No., CAGE code ; d. North American Industry Classification System (NAICS) code(s) under which company operates e. Evidence/Indication of ability to bond a project of this size 2. Contractor's small business classification (Includes ANCs or Indian Tribes, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small concerns) 3. Contractor's capability: Demonstrate past organizational experience as a General Contractor responsible for performing construction services of at least two (2) similar historic restoration and rehabilitation projects, within the past ten (10) years, which are comparable in nature, type, and complexity to the Hitchcock Building (#37) project. Provide brief descriptions of at least two (2) similar historic restoration and rehabilitation projects with a minimum of 25,000 gsf. Include project name, contract number (if Federal Government), timeliness of performance, customer satisfaction, and dollar value of the project at award and upon completion of project. For each example describe if the project was self-performed or a team effort. The Government will review each response and will use the information it receives in response to this source sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please note: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. Email response is preferred. Email Subject Line must read as follows: St Elizabeths Building 37. RFIs regarding this notice will not be entertained. Expressions of interest must be submitted to the attention of the Contracting Officer, bonnie.echoles@gsa.gov, by 12:00 PM EST on April 20, 2016. Expressions of interests received after this date and time will not be reviewed.
