Description
Solicitation SP470216Q0017 with attachments The Defense Logistics Agency, Defense Supply Center/DLA Land and Maritime, Columbus Ohio has a requirement to Provide Supplemental Cooling BLDG. 20 NOSC, located at the Defense Supply Center Columbus, Ohio. This procurement is issued as a 100% small business set aside. The NAICS for this work is 238220 and the size standard is $15,000,000.00. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this project. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. A site visit for this project is scheduled for 14 April 2016 at 10:00 AM local time at Building 20. All attendees must be in the lobby no later than 10:00 as access to the job site is by government escort only. Attendees must make certain that they arrive in sufficient time to clear visitor access processing at the gate and to park and walk to the Building 20 lobby location. Access to the Defense Supply Center/DLA Land and Maritime, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to barbara.bocsy@dla.mil by email. The Defense Supply Center is a secure facility and individuals who do not preregister will not be granted access. Individuals will need to enter the Center through the Visitor Processing Center at 401 N. Yearling Road and a valid federal or state issued photo identification will be required. Please be advised that this is a federal DoD facility and individuals attempting to use a driver's license from any state where that license is no longer recognized as acceptable identification for federal purposes will not be permitted center access using only that identification. Processing through the Visitor Processing Center can take some time and vehicle inspection may be required. PROJECT INFORMATION: The Request for Quote will solicit for a single award firm fixed priced contract for work to be performed at the Defense Supply Center Columbus located in Columbus, OH. Disclosure of the Magnitude of Construction projects as required by FAR 36.204 for this project is between $25,000.00 and $100,000.00 The contractor must be able to obtain construction performance and payment bonding or an irrevocable letter of credit for this project. SCOPE: This Statement of Work (SOW) performed shall include all labor, equipment, material and services necessary to provide supplemental cooling to the basement of Building 20 at the Defense Supply Center Columbus. Items of work shall include but not limited to removing existing duct work, providing new ductwork, insulation, chilled water supply piping, chilled water return piping, hot water supply piping, hot water return piping, fan coil units, controls, testing and commissioning of new system. MANDATORY CONTRACTOR QUALIFICATIONS: This project requires the use of specialized skills and equipment. Contractors submitting bids for this project shall have a valid license to install heating, ventilating, and air conditioning (HVAC) systems within the State of Ohio, and shall have a minimum of 3 years' experience in the HVAC field. Technical Requirements To be Technically Acceptable, offerors must provide information regarding the technical qualifications of the proposed project staff, to include the individuals who will be responsible for Project Management, Quality Control Safety Compliance. All contractors shall submit the following with their proposal: 1) Copy of State of Ohio license for installing HVAC systems. 2) Written qualification statement for the individual who will be functioning as the project manager, demonstrating 3 years of project management experience for projects similar in nature to work described in the statement of work. 3) Written qualifications statement for the individual who will be responsible for quality control demonstrating 3 years of quality control experience for projects similar in nature to work described in the statement of work. 4) Written qualifications statement for the individual who will be responsible for safety demonstrating 3 years of safety experience for projects similar in nature to work described in the statement of work. This individual must document a minimum of 40 hours of OSHA safety training. The written qualifications statement shall be certified and signed by a principle of the offeror. Offerors need only submit a brief resume of each key individual. This will be evaluated to determine if they have the appropriate technical training, certifications, if required, and previous construction experience to meet the technical requirements of a project of this nature. If any of the submitted individuals will perform more than one of the listed functions, this is acceptable as long as the submitted documentation identifies any and all functions the given individual will be performing. Contractor personnel will not require a secret clearance. The contract will be required by law to pay prevailing Davis Bacon Act wage rates for all construction work awarded under the contract. The Defense Supply Center Columbus is located in Franklin County, Ohio. PERIOD OF PERFORMANCE: All work associated with the performance of this project ms be completed within 90 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 04 May 2016. Quotes may be faxed to barbara.bocsy@dla.mil prior to the closing date and time.
