- DRAFT STATEMENT OF WORK Notice Type: Sources Sought The Small Business Administration (SBA), Office of Business Development is seeking information regarding the attached draft Performance Work Statement (PWS) under the 7(j) Management and Technical Assistance Program. The 7(j) Program is a business development training program for small disadvantaged businesses and it's authorized by the Small Business Act. The program provides high-quality assistance such as webinars, classroom training, seminars, one-on-one consulting and technical assistance, and executive education to eligible small businesses through third-party for-profit and non-profit service providers. Depending on the type of training service, the Agency enters into grants, cooperative agreements, or contracts with qualified service providers. This Request for Information (RFI) is applicable to Small, Small Disadvantaged, 8(a) Certified, Service Disabled Veteran Owned, Women Owned, and HUBZone Certified Small Businesses. This RFI is for planning purposes only and is not a Request for Proposals (RFP), Invitation for Bid (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. Also, the Government may abstract content from the information provided to be part of the final Performance Work Statement (PWS). The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. Failure to submit a response to this RFI will not preclude the vendor from participating in any future solicitation that may result from this requirement. Please carefully review the Statement of Work and respond according to the directions below. The contemplated NAICS Code is 541611 Administrative Management and General Consulting (Size Standard of $15M). This industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business startup, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative; human resource; marketing; process, physical distribution, and logistics; or other management consulting services to clients. Interested parties shall furnish the following minimum information: 1. DESCRIPTION OF INFORMATION REQUESTED: Responses shall be in MS word document or PDF, shall not exceed 10 pages, letter size paper (8.5 inch X 11 inch), a minimum of 12 point font, one inch margins and numbered pages. a) Name of company b) POC, telephone number, fax number, street address, website, and e-mail address c) A capabilities statement that also identifies your experience and past performance for the same or similar work defined in the Statement of Work below d) DUNS and Cage Code e) A list of current GSA or GWAC contracts applicable to NAICS code above f) Type of Small Business (include any socio-economic categories) g) Facility Security Level Clearance (if applicable) h) Please respond to the following questions: 1) What are some examples of your past performances in providing business related management and technical assistance, i.e. one-on-one consulting, training classes/webinars? Provide a list of training classes your firm has developed and presented to businesses? 2) What management and technical assistance certifications do you currently hold? 3) What Federal/Public Agency contracts or grants have you been awarded to provide management and technical assistance? What is/are the period of performance? 4) Does your firm have in-house capability to develop management and technical assistance training or do you utilize a subcontractor for these skills? 5) Does your firm personally instruct the management and technical assistance training classes or do you utilize a subcontractor for these skills? 6) What type of businesses (i.e. financial, construction, consultant firms, etc.), their size (i.e. large, small), and socio-economic status (if applicable) have you trained within the past 3-5 years? 8) What is the average hourly cost to train in management and technical assistance (excluded travel costs)? 9) For example, what is the average cost to develop/create and conduct a 4 hour management and technical assistance training course for preparing financial statements or responding to requests for proposals? 10) Do you have a training facility? What's the capacity in terms of classroom space? 11) If required to travel, do you accept the fees of the lowest available government rate air/rail costs? In response to this RFI, please comply as follows: a) Do not submit formal proposals or price offers. b) Do not submit requests to be added to a mailing or distribution list. c) Do not submit questions or comments not related to this RFI. d) Do not respond via telephone. 2.
