Description
SCOPE OF WORK: The work includes the demolition of a portion of an existing 3,000 sf single story building and the addition of a 4,000 sf building. Upgrades to the architectural, structural, electrical, mechanical, plumbing, security, fire detection and alarm system, exterior site work, and incidental related work shall be incorporated into the project. The existing administration building is a 3,000 sf, single story composition of three structures surrounding an exterior court constructed in 1988. The sloped roofline is residential in character having gable ends with exposed wood trusses, and round concrete columns as main design elements. The new work provides refurbished space within the existing building and an addition that adds approximately 4,000 GSF of space to the existing floor plan. The proposed foundation consist of shallow continuous spread footings under CMU bearing wall with brick veneer. Spaces provided within the addition includes: lobby, multi-purpose, operational center, kitchen/break room (seating for 20 persons), 12 clerical cubicles, restrooms to meet ADA requirements, janitor's closet, file storage, new electrical room, urn storage, and uniform storage. Exterior finishes will be brick to match existing with hurricane rated aluminum windows. The roof system will incorporate a new concrete tiles that resembles the existing concrete tile on the existing building. Electrical service to include interior lighting and receptacles will be provided to the expansion space. Battery backup emergency light units and exist signs, new addressable fire detection and alarm system will be provided in the entire building. Space within the existing building has been allocated towards administrative offices. The existing foundation is expected to remain in place. The existing clerestory skylight will be refitted to meet current code requirements. All exterior windows will be replaced with new aluminum framed hurricane resistant window to increase building efficiency and safety. The existing concrete tile roof will be replaced with new. All interior finishes will be upgraded. The existing HVAC systems consist of three split system heat pumps and three packaged thru the wall air conditioning units with electric heat. The entire domestic plumbing system will be removed, including all fixtures, equipment, and piping within the building. The existing security system will be reused to include monitoring contacts for new doors. The existing CCTV system will be reinstalled and expanded as needed. A new service from the utility, fiber optic and or copper wiring, will be coordinated and brought into a new tel/dat closet. A new addressable automatic fire alarm system is planned. The magnitude of construction for this project is estimated to be between $1,000,000.00 and $5,000,000.00. The construction completion is approximately 365 calendar days from notice to proceed. THIS IS A SERVICE-DISABLED, VETERAN- OWNED SMALL BUSINESS (SDVOSB) SET ASIDE PROCUREMENT. All responsible SDVOSB firms are encouraged to participate. PROPOSAL REQUIREMENTS: The contracting The Contracting Officer will award one Firm Fixed Price contract to the responsible SDVOSB offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable with regard to pricing, and whose proposal offers the best overall value to the Government, considering price and non-price factors. Proposals will be evaluated on technical merit, past performance, and price. The solicitation will be issued on or about 20 April 2016 with proposals due on or about 7 June 2016.
