- Sources Sought Information Request Form The purpose of this synopsis is to gain knowledge of potential sources for these p rojects including interested small business sources. This notice is for planning purposes only. N o award will be made from this notice. No solicitation, specifications, or drawings are available at this time. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide information. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this notice is to gain knowledge of potential small business sources to include small business in the following categories: Small Business, SBA Certified 8a, Certified HUB Zone, Woman Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) for a the subject project at the 104th Fighter Wing, Barnes ANGB, Massachusetts. C apabilities will be evaluated solely for the purpose of determining to se t-a side for small b usiness or other set-aside category. Other than small businesses may respond to this notice in the event the market does not indicate small business interest, however, preference will be given to the small business categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The 104th Fighter Wing, Barnes ANGB, Massachusetts may issue a solicitation and award of a contract to complete the following project ; Repair Humidifier. This project is at Barnes Air National Guard Base, 175 Falcon Drive, Westfield, Massachusetts. REPAIR DEHUMIDIFIER ( AXQD152234 ). The work includes the repair of a Munters DEW-600-EA-SF desiccant dehumidifier. The repair includes replacement of the touch screen, controller, and desiccant wheel drive. The SSPC requires the loose connection to be repaired. Work shall be in compliance with manufacturer's recommendations. The magnitude of this announcement is between $2,5 00 and $50,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 1400 hours ( 2:00 pm) local on 1 9 April 2016. NAICS code 238220 applies to this project. The size standard for this NAICS is $1 5M. The solicitation release date is estimated to be on or about 25 April 2016. Completion time for this project will be specified in the solicitation. If the contractor fails to complete the work within the specif ied number of days, the contractor shall pay liquidated damages to the Government in the amount specified in the contract. All interested parties are asked to provide the following infor mation for this notification not later than 1400 hours ( 2:00 pm) local on 19 April 2016. Please do not exceed five typewritten pages : (1) Positive statement of intent to bid as a prime contractor; (2) Completed and signed Source Sought Information Request Form; (3) Listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and (4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 2 5% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they will need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be ad vertised as unrestricted.
