- Statement of Work Specs and Reqs Justification for Name Brand This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation are being requested and a written solicitation will not be used. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The Government contemplates award of a Firm-Fixed Price (FFP) Purchase Order for software maintenance support under various renewal of Mathworks Licenses for a period of 12 months. The software maintenance support requested is for the MATLAB brand name, in accordance with the statement of work and provided License renewals in Attachments 1&2. The Associated North America Industry Classification Code (NAICS) is 511210 - Software Publishers and the Business Size Standard is $38.5. This procurement is being solicited unrestricted. This procurement will be in accordance with this solicitation, Attachment 1&2 and using FAR Part 13. This requirement is not being procured in accordance with FAR Part 8 and only Open Market, NOT General Service Administration. GSA quotations are being accepted from responsible contractors. Acceptance and inspection shall be at Destination. Final completion/destination shall be at US Army Aberdeen Test Center, 358 Michaelsville Road, Aberdeen Proving Ground, Maryland 21005. Description of the Requirements: The procurement of the annual renewal of FY2016 Brand Name Mathworks software licenses in accordance with Statement of Work and Specifications and Requirements Software Licenses (Attachment 1&2). All prices and quotes shall be submitted in US Dollars, otherwise the quote shall not be considered. The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors, which are the technical requirements in accordance with attached Specifications and Requirements Attachment 1&2. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quotation. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable: a. Award will be made on the basis of the lowest evaluated price quotation technically meeting or exceeding the acceptability standards of the required software maintenance in accordance with the Attachment 1&2 Specifications and Requirements (see the attached). In order for a quote to be deemed technically acceptable the offeror must be authorized by the manufacturer MathWorks. The Government reserves the right to make an award without discussions.
