- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-1391. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. NUWC Division Newport intends to issue a Firm-Fixed Price contract on a Sole Source basis to FuelCell Energy, Inc. Danbury, CT. for the following items: 0001 FUEL CELL STACK (Solid Oxide Fuel Cell Stack and Test Support) QTY. 1 FuelCell Energy (FCE) is the only known vendor who can supply an SOFC stack with the appropriate form, fit and function to meet the Navy's UUV requirements. The stack with its long and narrow cylindrical shape (high aspect ratio) is necessary to accommodate the energy section of a 21" UUV. In addition, its high Voltage (180 V), low current (6 A) operation facilitates thermal management since the chance of overheating will be minimized. Furthermore, FCE is the only source that has demonstrated that its stack design is capable of operating at the necessary elevated pressures (exceeding 45 psia) using pure oxygen as the oxidant. Required delivery is 4 months from Date of Award. F.O.B. Destination Naval Station Newport; Newport, RI. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating does not apply.
