- Representations and Certifications Instructions to Offerors / Evaluation Factors Nondisclosure Agreement Statement of Work Additional OIG Terms and Conditions Solicitation and Clauses This Solicitation/Award Package is issued to acquire contract support from an experienced Organization Development Consultant with Birkman Certification to assist the United States Postal Service Office of Inspector General (OIG), Chief Data Office (CDO) in identifying and creating a desired shared culture within CDO as outlined in the attached Statement of Work. This complete solicitation and applicable attachments describe the following: o the terms and conditions that will apply to any agreement that is awarded; o the work to be performed; o the instructions for preparing and submitting proposals; o the evaluation criteria used for contract award determination. Due Dates: o Questions regarding this solicitation must be received no later than 12 :00 PM EDT, Thursday, April 7, 2016 (email only): Send to: jross@uspsoig.gov ). o Answers will be posted on FBO.gov no later than 12 :00 PM EDT on Friday, April 8, 2016. o Proposals must be received no later than 12 :00 PM E D T on Mon day, April 1 8, 2016.
