- PDF version of the RFI PURPOSE : Marine Corps Systems Command (MARCORSYSCOM) is conducting market research to determine future capabilities for a medium/long range thermal imager. We are seeking feedback on industry's capability to provide a handheld thermal imager that will deliver Marines the ability to observe, orient, detect, identify, surveil, and engage targets at extended ranges, during the day, night, and obscured battlefield conditions in a single system. The Marine Corps currently has 1554 AN/PAS-22 Long Range Thermal Imagers (LRTI) and 4462 AN/PAS-28 Medium Range Thermal Bi-Oculars (MRTB). The desired materiel solution is a thermal imaging system providing the enhanced capabilities of the LRTI in a form-factor comparable to, or smaller, than a MRTB, in a single system. The qualifying NAICS code for this effort is 333314 Optical Instrument and Lens Manufacturing. RESPONSES: White Paper responses shall state if and how the following operational attributes can be met: • Weight: The system, with batteries installed, shall weigh no more than 3.75 lbs, and should weigh no more than 2.5lbs. • Batteries: The system shall use batteries commonly available in the Marine Corps inventory, such as AA or CR123. • Battery Life: The system shall provide at least 4 hours of operation per battery load and should provide at least 8 hours of operation per battery load. • Detector: The system shall have an uncooled detector. • Target Recognition: o Recognition of a man-sized target with 70% reliability at ranges of 2,200 meters (threshold) and 5,700 meters (objective). For modeling purposes, a target whose characteristic dimension is 0.75 meters, target temperature difference is 2°C in relation to the immediate background scene and whose V50 is 1.53. o Recognition of a vehicle-sized target with 70% recognition at ranges of 7,500 meters (threshold) and 10,000 meters (objective). For modeling purposes, a target whose characteristic dimension is 2.89 meters and a ΔT of 2.25 and whose V50 is 6.5. • Field of View: The system shall possess at least two fields of view (FOV), a wide FOV for scanning & surveillance and a narrow FOV for target recognition. The FOV shall be selectable using digital means and should be selectable using optical means. • Frame Rate: The system shall have a frame rate of no less than 60Hz. • Startup Time: The system shall have a startup time of 15 seconds or less. • Noise Emissions: The system shall be undetectable by an unaided ear beyond 10 meters. • Pixel Pitch: The system pixel pitch shall be no greater than 17 microns. • Laser Pointer: The system shall have a Class 1 laser for training purposes and a Class 3B laser for tactical operations. • Laser Reticle: The system shall have a reticle that aligns with the laser to within 0.33 mrad. • Laser Activation: The system shall have a momentary-on push button switch that only fires while being pressed. • Laser Beam Divergence: The laser beam divergence shall be 0.5 ± 0.3 mrad. • Laser Wavelength: The laser shall have a wavelength of 850 ± 50 nm. Please provide a Rough Order of Magnitude for 6,000 systems and identify any bailment opportunities. The Government will not provide feedback to any vendor regarding individual capabilities in response to this RFI.
