Description
THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: (1). The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to obtain COMMERCIAL HIRED CAR (ambulatory) and WHEELCHAIR VAN SERVICES to transport eligible veteran beneficiaries of the Department of Veterans Affairs Medical Center, Marion, IL. Services are required for eight (8) medical facilities located in Illinois, Indiana and Kentucky. The Contractor will transport eligible veteran beneficiaries to, from and within the following locations: (A) Marion IL VA Medical Center (B) Evansville IN VA Health Care Center (C) Community Based Outpatient Clinics (CBOCs) located in: (i) Carbondale IL (ii) Effingham IL (iii) Hanson KY (iv) Harrisburg IL (v) Mayfield KY (vi) Mt. Vernon IL (vii) Owensboro KY (ix) Paducah KY (x) Vincennes IN (2). It is anticipated that a base one (1) year with up to four (4) one (1) year options contract will solicited and awarded. The government intends to award an Indefinite Quantity/Indefinite Delivery (IDIQ) fixed-price contract. The North American Industry Classification System (NAICS) for this requirement is NAICS 485991 - Special Needs Transportation, which has a size standard of $15.0 million. (3). The incumbent contractor for these services is Logistic Solutions LLC of Topeka KS. The contract expired 11/30/2015 and since that time services have been obtained from various vendors on an individual fee-for-service basis. SERVICES TO BE PROVIDED: (1). The Contractor shall furnish all management, supervision, labor, materials, equipment, specified supplies, and resources necessary to provide non-emergency transportation for ambulatory and wheelchair bound veteran beneficiaries residing anywhere in the Marion IL VA Medical Center service area. This includes one way and/or round trip transportation services from the veterans' place of residence to any of the locations listed above as well non-specified non-VA community medical facilities. In some cases, veterans may require medical services at multiple locations. In that event, the Contractor shall be able to pick up veterans at their residence, drop off at one medical facility, pick up and drop off at another medical facility, and finally, drop off at their residence. (2). The Contractor shall offer various modes of transportation to accommodate both ambulatory and wheelchair patients. (3). The Contractor shall offer a centralized call center with a high-capacity telecommunication system. Provide a toll-free number for telephoned transportation requests. (4). Wheelchair equipped vehicle shall have: (A). A lift facility, operated electrically, hydraulically or mechanically. (B). A secure latching apparatus for locking the wheelchair to the vehicle for each passenger transported. (5). Personnel and vehicles must meet licensing and certification requirements of the States of Illinois, Kentucky and Indiana. SPECIFIC RESPONSE INSTRUCTIONS: Please submit your response (capability statement) in accordance with the following: No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; Address if your firm has the capability to perform the services listed above; Address how long it would take from the date of contract award for you to commence furnishing services; Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA's VetBiz repository? Mark your response as "Proprietary Information" if the information is considered business sensitive; NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 5 page limitation.
