SECTION C STATEMENT OF WORK/SPECIFICATIONS C.1 BACKGROUND The United States Mint needs a standard method of destroying test samples and coins that will not be released. All of this material is viable coinage and requires full accountability and security until it is destroyed. C.2 SCOPE This specification is for a standard Coin Crushing System (CCS) that is a turnkey, self-contained system for the destruction of coins and blanks. Environmentally friendly, low noise and highly reliable mechanical destruction techniques shall be used. The system shall accept coin and blanks from standard United States Mint containers, distort and mutilate the material to the extent all coin value is removed, and then discharge the resultant material into standard United States Mint containers. Installation, testing, training, documentation, and spare parts shall also be provided. The equipment may be purchased for any of the following Unites States Mint locations: West Point, Denver Mint, Philadelphia Mint, and San Francisco Mint. C.3 APPLICABLE DOCUMENTS • Lockout - Tag out (LOTO) Procedures C.4 APPLICABLE STANDARDS Where the equipment meets a foreign code or standard that equals or exceeds the corresponding U.S. code, the foreign equivalent is acceptable subject to prior approval by the Mint. • Occupational Safety and Health Administration (OSHA) Regulations (Standards - 29 CFR), available at http://www.osha.gov/index.html • National Electric Code (NEC), 2002 edition, available from the National Fire Protection Agency (NFPA), 1 Batterymarch Park, Quincy, MA 02269-9101, http://www.nfpa.org/Home/index.asp • National Fire Protection Agency (NFPA) • Joint Industrial Council (JIC) • National Electrical Manufacturers Association (NEMA), 1300 North 17th Street, Suite 1847, Rosslyn, Virginia 22209, http://www.nema.org C.5 REQUIREMENTS A self-contained CCS turnkey system for the destruction of coins and blanks shall be provided in accordance with the issued contract. The system shall accept coins from standard United States Mint coin tubs, mechanically deface and distort the coins, and discharge the resulting material into standard United States Mint scrap boxes. All components shall be integrated as necessary to provide a fully operational system that can be rapidly installed and put into operation without further United States Mint effort. Controls, hoppers, bins, conveyors and other material handling equipment, and noise reduction enclosures shall be provided as necessary. Of paramount importance is that all material discharged into the output container has been rendered into scrap metal with no value as coinage. To this end, all components shall have sufficient durability and stability to operate for extended periods without repairs and adjustments. The degree of coin destruction, once set, shall be consistent and reliable over time. C.6 INPUT MATERIAL The system shall accept and destroy coins and blanks from the die testing center. The typical coin and blank specifications are summarized in the following table. The system shall accommodate intermixed material without loss of performance and without damage. Some coins and blanks will be deformed, not round, not flat, and with severe burrs and with separations of layers (delaminations). The feeding and separation portions of the system shall have the necessary capability to process this material without loss of performance. C.7 MATERIAL HANDLING The Contractor shall discuss the upgrades the United States Mint Facilities have made to their existing CCS machines before providing a final system price and configuration. The United States Mint shall deliver coins and blanks to the system in a covered steel coin container. The system shall have provisions to quickly empty the container into a storage hopper. A contractor shall provide a safe and effective method of discharging the material from the container into the machine. The objective is to provide maximum personnel safety and effective utilization of the coin destruction equipment. It must be realized that a full coin tub weighs 1800 kg and could represent a major hazard to personnel and equipment during handling and unloading. Spillage of material shall be minimized. Hoppers, conveyors, and feeders shall be provided as necessary to move the material through the system. It is anticipated that maintaining a consistent stream of material to the destruction device will be crucial for satisfactory long-term performance. To this end, the system shall provide the necessary volume and orientation required for smooth and consistent coin destruction. The system shall have adequate self-monitoring and self-protection to prevent machine damage or incomplete coin destruction as a result of feeding problems. The system shall have adequate self-protection to prevent damage from ferrous objects such as tools, fasteners, etc., or damage from fused masses of coins. The system shall have provisions to separate these objects from the incoming stream of coins and blanks and collect them in a suitable open top container. C.8 COIN DESTRUCTION The equipment must destroy all material beyond recognition as it is discharged from the system that represents nothing with value as coinage. Of primary importance is: • High degree of security that will assure adequate destruction of all material, including mixed denominations. • High degree of safety for operating and maintenance personnel • Minimal operator intervention, freedom from plugging and jamming. • Low maintenance requirements, long tooling life • Low noise levels, low vibration and shock, and minimal dust A start up, or testing mode shall be provided. This mode shall permit the operator run the system while performing maintenance and adjustments. All material shall be diverted to a suitable container as mentioned above. C.9 SCRAP DELIVERY Scrap shall be delivered into United States Mint provided containers. The United States Mint uses a variety of open top containers for transporting scrap back to the fabricator. The delivery area shall be configured to accept containers up to 48 inches wide (forklift access side), 42 inches front-to-back, and 39 inches high. Adequate clearance for forklift handling of scrap containers shall be provided. The delivery area shall be separated from the rest of the system with a screened partition or other suitable barrier, for the purpose of preventing coins and blanks from reaching the scrap containers. The system shall therefore be designed such that frequent operator travel between the two areas is not required. C.10 SAFETY The equipment shall conform to the following requirements: • All applicable sections of the Occupational Safety and Health Administration (OSHA) Regulations (Standards - 29 CFR), with particular attention to: o Machine guarding. Doors and covers shall be provided with suitable electrical interlocks. o Dust emissions. Local collection and filtration devices shall be provided as necessary. • All applicable sections of the National Electric Code (NEC), 2002 edition. • Noise levels measured at a distance of three feet outside the perimeter of the equipment shall not exceed 75 dBA. Sound reducing enclosures shall be provided as necessary. Doors and windows shall be provided as necessary for operation and maintenance of the equipment. Interlocks shall be installed to stop equipment operation when the sound reducing enclosures are opened. • Controls shall be ergonomically designed, easily read, using standard units. Emergency stop controls shall be located at all potentially hazardous locations where operating or maintenance personnel could be expected to be working. • The equipment shall contain no asbestos or asbestos containing materials. C.11 UTILITIES • The electrical power will be provided by the United States Mint to a point within 50 feet of the equipment. The power is 480 volt, 3 phase, 60 Hertz, 4 wires. The contractor shall provide any necessary transformers, disconnects, motor starters, or other power conditioning equipment. • The United States Mint can provide plant compressed air at 75 psig to a point within 50 feet of the equipment. C.12 ELECTRICAL REQUIREMENTS • All electrical wiring and components shall be installed and labeled in accordance with the National Electrical Code (NEC). • All circuits shall have adequate protection. • All electrical components shall be housed in appropriately sized NEMA enclosures with all wiring run in appropriately sized conduit. • Electrical enclosures shall be vented with suitable filtration for a hot, humid industrial environment that contains metallic dust. • The equipment shall have a main disconnect with lock out / tag (LOTO) out capability. LOTO procedures shall be provided; an example is shown in Attachment #2. LOTO procedures shall be posted on the equipment near the electrical disconnect. The procedures shall be printed on heavy gauge yellow paper, laminated, and attached so the sheet can be flipped over for reading both sides. C.13 DOCUMENTATION All documentation shall be provided in the English language. Dimensions and weights may be in either the English or the metric system of measurements. a.) As-built documentation: Assembly and detail drawings of all custom fabricated machine components shall be provided. For purchased items, the supplier's commercial documentation (manuals, parts lists) shall be provided. b.) Operation Manuals: A manual shall be provided that outlines all equipment specifications, operating parameters, and operating procedures. These include but are not limited to: 1. Safety precautions and warnings 2. Basic equipment operations 3. Start up 4. Shutdown 5. Emergency shutdown 6. Basic troubleshooting 7. Overview of preventative and periodic maintenance 8. Terms of the equipment warranty. 9. A copy of the Lockout - Tag out Procedure. c.) Maintenance Manuals: As a minimum, this manual shall include: 1. Schedule and detailed procedures for all periodic and preventative maintenance. 2. Assembly diagrams and exploded views where necessary with reference to a complete bill of materials 3. Schematics of each system (electrical, hydraulic, compressed air, etc.). Any interfaces between systems shall be called out with an identical descriptor on each diagram. (e.g. solenoid valve will be called "V4" on the electrical diagram and "V4" on the hydraulic diagram. 4. Bill of materials including part descriptions, the contractor's part numbers, supplier and part number for commercially available parts, and drawing reference numbers. 5. Equipment assembly and disassembly procedures, with reference to any special tools required. 6. Adjustment procedures. 7. Detailed troubleshooting guide, including control logic diagrams plus fault and diagnostic tables. d.) Spare Parts list: A recommended spare parts list with prices shall be included with the proposal. This list shall include a full set of parts that contact and destroy the coins, other wear parts, and any other part that could reasonably be expected to fail within the first year of operation. Recommended stocking levels shall be included. e.) Back-up Software: Copies of all operation and diagnostic software used on the system shall be provided to enable the United States Mint to reload all programming data. Operating systems, utilities, source codes shall be provided as necessary. f.) Site Preparation Data: A final layout drawing showing outline dimensions (both plan and elevation), floor loading (showing weights and bearing areas), all utility requirements, and any other information required to prepare the installation site shall be provided. All parts of the system, including hoppers, conveyors, control panels, electrical cabinets, and sound reduction enclosures shall be clearly shown. C.14 GENERAL EQUIPMENT REQUIREMENTS a.) Nameplate: The contractor shall provide and install a permanent, corrosion resistant nameplate with the following information: 1. Manufacturer's name and address 2. Model designation 3. Serial number 4. Electrical power, voltage, current, phase, and frequency 5. Date of manufacture 6. Location manufactured 7. Mint contract number c. Painting and Finish: Color of painted exterior surfaces shall match FED-STD-595B blue. d. Special tools: The vendor shall provide a set of all special tools, fixtures, calibration devices, and etc. required for repair and maintenance of the system. C.15 DELIVERY AND SET UP The equipment shall be delivered in accordance with the issued delivery order. The contractor shall provide all labor and rigging services to deliver the equipment to the installation site, and all labor and materials to connect to utilities and to make the system operational. Also required: Delivery and installation shall not disrupt surrounding production and/or surrounding machinery. The contractor shall schedule delivery for weekends or off-hours as coordinated with the COTR. • All contractor employees shall adhere to the Personal Protection Equipment requirements of the areas they work in and pass through. • The contractor shall maintain a clean, safe work area on a daily basis. • Upon completion of work, the appearance of all workmanship shall be neat and clean. This includes the finishing and deburring of edges, removal of excess oil, grease and preservatives, and "touch up" painting as required. C.16 COMMISSIONING AND TRAINING • The contractor shall provide a technical representative or representatives that are completely versed in the mechanical, electrical, operational, and maintenance characteristics of the equipment for the purposes of start up, troubleshooting, and training. • The technical representative shall be able to communicate in English without any translation requirements or other difficulties. • Three days of operator and maintenance training shall be provided. Operators and maintenance personnel shall be fully versed in set up, adjustments, troubleshooting, maintenance, and repair of the system. C.17 LONG TERM TECHNICAL SUPPORT UP TO FIVE (5) YEARS • The Contractor shall provide technical support capabilities covering: any required tooling and fixtures to support the intended coin crushing applications, hardware & software malfunctions, diagnostics, replacement parts etc. and provide pricing structure for yearly technical, maintenance and repair support for five (5) years after contract award. • The Contractor shall also provide pricing for an annual preventative and emergency maintenance program for the life of the equipment including spare parts for repairs. • The Contractor shall provide specifics on out-of-warranty repair costs including travel fees. • The Contractor shall provide pricing per day for five (5) days of on-site applications support per year for the life of the equipment. *Days may be non-contiguous.
