- The National Institute on Aging (NIA), National Institute of Health (NIH), Department of Health and Human Services (DHHS) intends to complete a requirement entitled: The Healthy Aging in Neighborhoods of Diversity across the Life Span Home Visit Study (HANDLS). This procurement is being competed under full and open competitive procedures using NAICS Code 541990 and FAR Part 15. It is anticipated that a single cost-reimbursement type contract will be awarded for one (1) year base period and four (4) option periods. It is expected that a solicitation will be issued on or about April 18, 2016. Purpose and Objectives: This contract shall acquire the services of a contractor to perform home-based medical evaluations for HANDLS participants who are unable to visit the Medical Research Vehicles (MRVs) for their follow-up medical evaluations. Initially, the Government estimates that it will require 55 home visits per year conducted primarily in the Baltimore, Maryland metropolitan area, but also in other areas to which participants may have moved. Home visit medical evaluations shall be performed according to the HANDLS timeline specified for participants' scheduled follow-up MRV visits. The first year will also include home visits that are out of sequence (behind the usual scheduled appointment date) because the Government was unable to evaluate the participant on the MRV when initially scheduled. The main objectives of the contract are to: (1) perform follow-up study evaluations on all home-visit participants identified by the Government; (2) increase the value of the study by reducing the biasing effect of non-random missing data, and (3) expand the collection of biological samples in participants who have developed substantial comorbidity and disability. Project Requirements: The contractor shall develop a Project Plan that includes the following: (a) the plan for recruiting HANDLS participants into the home visit program that maximizes participation, and the plan for training examiners and interviewers; (b) the overall design, structure, and implementation schedule for recording participant tracking information electronically during telephone contacts; (c) the questionnaire to be used for the telephone screening interview; (d) the Manual of Operations (MOP) for the home visit assessment; (e) the overall design, structure, and implementation schedule for data scoring, coding and entry; (f) a plan for quality control; (g) the overall design, structure, and implementation schedule of the electronic database for data transmission; (h) depending on the health status of the participant, the length of the home visit may impose an excessive burden (i) a solution to reduce participant burden (for example, dividing testing across separate visits for certain participants); and (j) an outline of issues requiring further discussion. Specifically, the contractor shall perform the following activities: •· Establish initial telephone or in-person contact with all home-visit participants to update contact information, confirm their current eligibility status, and their willingness to participate in the HANDLS Home Visit Program (HHVP). •· Maintain a Government-provided web-based appointment calendar system for home visits and schedule in-home examinations. •· Provide participants with a Government-provided detailed description of the study and procedures to be performed during the home-visit examination. •· Obtain written informed consent for participation in the home visit study using NIA Institutional Review Board (IRB)-approved informed consent documents. •· Perform in-home follow-up evaluations as outlined in the home-visit protocol provided by the NIA Contracting Officer's Representative (COR). •· Collect, process (in accordance with the home-visit protocol), prepare for delivery, and ship or deliver blood, urine and saliva samples for clinical chemistry assays, DNA extraction and storage of cells, serum, and plasma. •· Maintain up-to-date data entry in a Government-provided website database with all tracking information and data collected. The NIA COR will supply information on the HANDLS database to insure compatibility with ongoing data collection. Reporting and Deliverables: The reporting and deliverables include the Project Plan; Notification of Unexpected Events and Abnormal Findings; Biweekly Progress Updates; Monthly Progress Reports, and the Final Report. Other Important Considerations: All responsible sources may submit a proposal which will be considered by the Government. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
