NOTICE TYPE: Sources Sought SUBJECT: Technology Transitions Award Program SYNOPSIS: This announcement services as a Sources Sought synopsis for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The Department of Energy (DOE) is not requesting a quote or proposal in response to this synopsis. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 541611 ? General Management Consulting Services and the applicable size standard is $15 million in average annual receipts. The DOE is issuing this synopsis to identify small businesses having an interest in developing a new technology transitions awards program. In particular, vendors from the following socioeconomic concerns are encouraged to respond to this notice. ?Service-Disabled Veterans-Owned Small Business (SDVOSB) ?Veteran-Owned Small Business (VOSB) ? HUB Zone ?Section 8(a) ?Small Disadvantaged Business (SDB) ?Woman-Owned Small Business (WOSB) The DOE is seeking vendors to develop a new technology transitions award program for DOE?s Office of Technology Transitions (OTT). The technology transitions awards program will honor individuals and tech transfer offices every year with an award for their significant contributions to the economic and technological growth. The objective of the awards is to signal the importance of the DOE?s Technology Transitions mission; provide high-level recognition for the highest performer, by incorporating commercialization into the innovation mindset and to enhance laboratory behavior and practices. There are six tasks: ?Conduct a scoping meeting to discuss the proposed work and schedule ?Design and Develop Awards Program Plan ?Work Collaboratively with a Program Evaluation Team ?Brief DOE ?Provide Project Management ?Provide Project Status Reports For each tasks, the contract will review key documents, DOE orders and policies, academic journals, existing technology commercialization recognition programs, conduct meetings and interviews with DOE and laboratory personnel, key stakeholders and laboratory partners if possible. The DOE is looking to issue one Firm Fixed Priced (FFP) contract for this requirement. The anticipated period of performance for this requirement is four months. THERE IS NO SOLICITATION AT THIS TIME. Interested small business shall submit a capability statement that demonstrates the expertise, personnel, protocols, systems, and technology to meet requirements of the attached draft Statement of Work (SOW). Capability Statements shall demonstrate a clear understanding of all tasks specified in the SOW. Prospective vendors are requested to submit a capability statement that (1) identifies the prospective contractor business name, business socioeconomic status (small, service-disabled/veteran owned business, HUB Zone, small disadvantaged business; woman-owned small business, etc.), point of contact (including email address), telephone number, and identify the nature of proposing entity (e.g., joint venture, limited liability corporation, etc.); (2) describes the prospective contractor?s capabilities, relevant experience and corporate resources to perform a contract of the size and complexity of which is the subject of this requirement; (3) incl udes potential teaming partners or potential subcontractors and information delineated in item 2 relative to the prospective partner/subcontractor experience and capabilities; and (4) may include comments on the attached draft SOW. Interested vendors are requested to submit a capability statement, limited to no more than 15 pages, no later than April 18, 2016 at 4:00 p.m. EST. This request for capability statement does not constitute a request for proposals. Submission of any information in response to market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. This synopsis neither constitutes a Request for Proposal or Bid, nor does it restrict the government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the government for any purpose.
