- solicitation Applicable Provisons and Clauses THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The Engineering Laboratory (EL) Fire Research Division (733) at the National Institute of Standards and Technology (NIST) currently has a need for determination of air permeability of upholstery materials such as foams, barrier fabrics and textiles. The project involves the studying of the smoldering and open-flame combustion of natural and synthetic polymers. A reduction in air permeability is an effective mechanism to reduce both flammability and smoldering combustion of upholstered furniture. Further understanding of these effects of surface area will facilitate prediction of combustion behavior of materials. A suitable technology to accomplish these measurements is the use of a Differential Pressure Air Permeability tester (DPAPT). The purpose and objective of this procurement is to acquire a Differential Pressure Air Permeability Tester that meets the hardware, software, and warranty minimum technical requirements detailed in this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. This acquisition is 100% set aside for small businesses under the applicable small business size standard. NIST anticipates the award of a single, firm-fixed price purchase order. All offerors shall provide a firm-fixed price quotation in accordance with the Instructions to Offerors for the line items detailed in the attached solicitation.
