- The Virginia Contracting Activity intends to solicit and negotiate a (6) six month extension on contract number HHM402-10-D-0014-0003, Information Assurance/Computer Network Defense, based on the authority of FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This task order is a current award under the Solutions for Information Technology Enterprise (SITE) Contract. All SITE awardees were given a fair opportunity to be considered for the original order. The Government intends to solicit and negotiate with General Dynamics Information Technology (GDIT) for Information Assurance/Computer Network Defense. This short-term bridge contract extension to the existing task order will allow time for a task order competition to be completed under the Enhanced Solutions for the Information Technology Enterprise (E-SITE) contract. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or proposal which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Description of Supplies or Services: The requirement is to extend the existing Information Assurance/Computer Network Defense task order (from 14 May 2016 - 13 November 2016) to allow the Chief Information Office (CIO) to continue to provide Enterprise level Information Assurance (IA) and Computer Network Defense (CND) services and support within the Department of Defense Intelligence Information System (DoDIIS) community, the Joint Worldwide Intelligence Communications System (JWICS) community, the DoD Sensitive Compartmented Information (SCI) Community and to elements of the Defense Information Systems Agency (DISA) as designated by the Joint Chiefs of Staff (JCS) J6. DIA provides these services in a Tiered CND hierarchy based on the DoDD O-8530.1 - Computer Network Defense hierarchical structure. Unless extended the task order will expire on 13 May 2016. Services provided include: - Incident detection, incident reporting, incident response, case creation, network analysis, system analysis, malware analysis, and trend analysis for DIA information systems and networks and other subscribers of the JWICS backbone - Vulnerability Management (VM) which provides a measured approach to addressing system vulnerabilities and the risks that they might present to the environment. - Combating the Insider Threat /Fraud Waste and Abuse by passively and actively monitoring for indicators, coordinating alerts with Counterintelligence, Law Enforcement, General Counsel and Inspector General Offices and provides forensic and other similar investigative support. - Engineering, deployment, maintenance, technical support and systems management for all specialized cyber defense capabilities to include perimeter defense and IA/CND policy enforcement tools. - Host and maintain the audit management capability (Filtered Audit Data) which enables the agency to meet all user activity monitoring requirements associated with ICS 500-27 compliance. - Performs onsite evaluations of DoD CNDSP organization's Special Enclave (SE) and GENSER sites on recurring basis in accordance with the DoD 8530. - Performing security certification of (DoDIIS, non-DoDIIS, IC and Federal) systems/solutions/networks/sites, and other DoD SCI/GENSER/SAP information systems/networks/sites that operate under the purview of DIA and Defense Information Systems Agency (DISA) as designated by the Joint Chiefs of Staff (JCS) J6 - Providing oversight and reporting of the DIA IA Workforce in accordance with the DoD 8570.01-M - Conducting reviews and gap analysis of DoD and IC policies, directives, and issuances Place of contract Performance is various CONUS and OCONUS locations. All work is at TS/SCI Level. The projected cost for this six-month extension is $17,219,000.
