- Synopsis MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1) (i), quote mark Only one responsible source quote mark based on the company being the sole developer and provider of the products and is therefore the only source capable of satisfying the Government requirements. The Government intends to solicit and negotiate with ConnectNY, Inc. 6721 Highway 11, Potsdam, NY 13676 for: ConnectNY e-Book acquisition, access, and consortia services: 01 July, 2016 to 30 June, 2017 The access includes but is not limited to a union database of over 5 million titles from a consortium of 18 academic libraries within the proximity of the United States Military Academy, West Point, NY. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
