- IMG 5 IMG 4 IMG 3 IMG 2 IMG 1 Notional Parts BOM Draft SOW/SOO The United States Coast Guard (USCG) in support of the HC-144 Medium Range Surveillance (MRS) Aircraft Program is seeking information on how an interested PRIME contractor could use a COTS hardware/software design to develop and install a Maintenance Training Unit (MTU)/Avionics Hot Mock Up (HMU). This is a non-containerized effort. Those interested in being PRIME vendors should respond with capability statement white papers, to include any partnership arrangements and potential sub-vendors, with CAGE code listed and Point of Contact information. These white papers can range from summaries to full blown capability statements, internet websites and references, brochures, past performance information, current work, photos/pictures, PowerPoint presentation, diagrams, prior quotes, quotes for this effort, notional schedules, etc. Large Businesses and Small Businesses are encouraged to respond. The NAICS coded selected is 333318, Other Commercial and Services Industry Machinery Manufacturing - (Teaching Machines e.g. flight simulators) manufacturing. The USCG does not own the CN-235 CASA (now Airbus but formerly EADS) technical data and are interested in commercial solutions that achieve the SOW/SOO training requirements. Releasable pictures of the HC-144 in question are provided. A notional BOM of material expected are also provided as guidance; however, a COTS solution is preferred. Partial install is also preferred meaning one wing or half a wing if capable still of providing the training solution. Vendors should also provide recommendation on where best to install (at site or offsite at the notional retrofit modification facility), contract type preferences, or any performance based events/criteria/incentives. This is an unclassified effort. This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (http://www.fbo.gov). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. White papers/capability statements/etc. in Microsoft Office compatible format are due no later than a month after FBO post. Responses shall be submitted via email only to the Contracting Officer, Mr. Jerry Low at Jerry.Low@uscg.mil and cc the Contract Specialist, Ms. Vallerie Pringle at Vallerie.J.Pringle@uscg.mil. Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. INDUSTRY DISCUSSIONS USCG representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. Any industry day information, if held, will be posted to FBO.
