No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. There is no formal solicitation at this time. This Request for Information / Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested vendors in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. Your interest in this response is appreciated. The Crane Division, Naval Surface Warfare Center is issuing this sources-sought announcement as part of a market research effort to support a requirement for a Commercial-Off-The-Shelf (COTS) MK18-MOD1 style left-handed safety selector. Left handed safety selector requirements include:  All external and visible left-handed safety selector surfaces shall be of a rough, dull, non-reflective coating/finish that retains paint. Finish shall be resistant to peeling, flaking, chipping, and require a minimum of operator preventative maintenance. Internal coatings should be lubricious, mitigating the use of lubricants. Non-metallic components shall be fungus and chemical resistant.  All inseparable subassemblies shall be 100% interchangeable between MK18 left-handed safety selector control modules without hand or machine fitting. Interchange of parts shall not adversely affect functioning, reliability or accuracy of the weapon.  The left-handed safety selector shall operate effectively, without damage or degradation of performance, in all climates and geographical areas to include desert, swamp, tundra, grasslands, forest, jungle, urban areas, maritime, riverine, and mountainous environments. The left-handed safety selector shall also operate at high and low temperature extremes (-40°F to 140°F) as well as other hostile environmental conditions (ice/rain/sand/dust/dirt/mud/surf/salt/fog). The left-handed safety selector shall operate at altitudes ranging from sea level to 12,000 feet.  The left-handed safety selector shall be capable of being submerged in salt and fresh water to a depth of 66ft for a minimum of 2 hours without operational degradation, 8 hours without operational degradation is preferred.  The left-handed safety selector shall have a functional service life of 20,000 rounds.  The left-handed safety selectors shall be of a "drop in" design so that no honing, grinding, filing, fitting, adjusting or sanding shall be required to install the left-handed safety selector into the MK18 lower receiver assembly.  Left-handed safety selector shall be compatible with current MK18 trigger, hammer, and automatic sear.  Left-handed safety selector shall be capable of withstanding the impact, when dropped from a minimum height of 1.5 meters (5 feet), as described in TOP 3-2-045 and ITOP 4-2-602 without causing any structural or functional damage to the weapon and withstand the shock without firing a primed empty cartridge. MK18 will be tested with a sound suppressor for drop testing.  Submittal shall be a selector design of ambidextrous design configurable to only left-hand variant or a dedicated left- hand only configuration. All interested sources are encouraged to submit company and product literature, references, and other pertinent information for the Government's consideration. Further, the Government requests that interested vendors send three (3) complete left-handed safety selectors and any testing documentation, instructions, and warranty information. Vendor provided safety selectors and accompanying documentation will not be returned.
