Description
Solicitation Number: W912DY-16-R-0041 This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330 (Engineering Services). This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) OR A REQUEST FOR A STANDARD FORM 330 nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. CONTRACT INFORMATION. The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville is seeking capability statements from firms interested in proposing on an Indefinite Delivery type service contract for Architect-Engineer (AE) design services in support of the Missile Defense Agency's (MDA) Ballistic Missile Defense (BMD) Program. Any contracts awarded are being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6 and Engineering Pamphlet (EP) 715-1-7. The BMD program supports new and rehabilitation designs of tactical, tactical support; non-tactical facilities including missile control buildings, industrial workshops, power plants, communications facilities, assembly buildings, administration buildings, and various other facilities; new and rehab road work, utility work, and building systems work. The U.S. Army Corps of Engineers; Engineering and Support Center, Huntsville awarded an Architect- Engineer Indefinite Delivery/ Indefinite Quantity (IDIQ) multiple award task order contract (MATOC), with a twelve (12) month base period and four (4) twelve (12) month option periods; for a five (5) year total ordering period for the contract with an estimated program value of $48M. PROJECT INFORMATION. The objective of this contract is to provide technical support for design of new facilities/sites in support of the deployment of the Missile Defense Agency's (MDA's) Ballistic Missile Defense (BMD) Program for the Government. Specific A-E Services requirements are expected to include, but will not be limited to the preparation of design criteria, architectural and engineering designs, specifications, design-related analyses and studies, economic analyses and cost estimates for missile launch, test and evaluation, administrative and training facilities. Additional support may include environmental documentation, permits, special studies, and other environmental activities as required by federal, state and local laws and regulations; feasibility studies, other studies, geotechnical investigations and topographical mapping services, programmatic support services, manuals, as-built drawings, and engineering and design support during construction. The program will involve multiple locations throughout the Contiguous United States (CONUS), Alaska, Hawaii, US Territories and Possessions, and other Installations. MINIMUM REQUIREMENTS OF SOURCES. Potential sources for performance of the support services shall be fully qualified in providing A-E services related to pre-design engineering studies and design of tactical and tactical support facilities for missile defense weapons systems. If no experience or capabilities are associated with a particular requirement, please indicate. The potential sources must demonstrate in their response to this synopsis that they have the capability to perform the following: 1. The contractor shall have established a satisfactory record of completion of similar contracts and will demonstrate sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract. 2. The contractor will have at the time of proposal submission a secret clearance and approval to store and process classified material in accordance with Executive Order #12958. 3. The contractor shall demonstrate experience in design of facilities for the assembly, preparation, handling and storage of missiles. 4. The contractor shall demonstrate experience in the design of facilities to accommodate radar and radar support equipment. 5. The contractor shall demonstrate the capability to provide architectural and engineering disciplines necessary (Architecture, Mechanical, Structural, Civil, Electrical, Power, Fire Protection, Geotechnical, Seismic, and Cost) to design $50 million plus construction cost (CC) military construction projects concurrently with multiple $5 million (CC) design projects for construction in multiple and diverse geographic and international locations. 6. The contractor shall demonstrate the capability to meet international and local/host country requirements in the design for construction of OCONUS projects and comply with the Arms Export Control Act as implemented by the International Traffic in Arms (ITAR) regulations. 7. The contractor shall demonstrate the ability to design critical defense facilities and develop Failure Mode Effects Criticality Analysis (FMECA), and Reliability, Availability and Maintainability (RAM) analyses. 8. The contractor shall demonstrate knowledge and experience incorporating High-Altitude Electromagnetic Pulse (HEMP) and Electromagnetic Interference (EMI) protection in the design of facilities. 9. The contractor shall demonstrate knowledge and experience designing facilities that will be located in areas of high seismic activity according to current Unified Facilities Criteria (UFC) requirements. 10. The contractor shall demonstrate knowledge of explosive safety and blast effects and prior experience designing facilities to accommodate explosive environments to include preparing submittals to the Department of Defense Explosive Safety Board (DDESB). 11. The contractor shall demonstrate ability and experience to design facilities to operate in harsh environmental areas such as corrosive conditions, arid environments and in areas of extremes in temperature and humidity such as encountered in the arctic and the tropics. 12. The contractor shall demonstrate knowledge of electronic and physical security design including but not limited to miscellaneous security studies, access/entry control, site security, antiterrorism protection, and design to protect facilities against Chemical, Biological, and Radiological (CBR) agents.
