Description
Department of Veterans Affairs (NCO 10) Sources Sought Department of Veterans Affairs (NCO 10) is seeking to lease 17,482 net usable square feet of space, 17,500 net rentable square feet of space in Painesville, Ohio to accommodate a new Community Based Outpatient Clinic (CBOC). The Government is seeking a fully service 15 year lease (10 years firm and 5 years non-firm (option periods)). Space will be built to VA specifications and available for occupancy by September 31, 2016 (estimated); or as soon as possible thereafter. To be considered: Location must be within the Delineated Area (DA), appropriately zoned, and provide minimum of 250 parking spaces, which 30 spaces will be designated for handicap parking. Delineated Area boundaries: North: Ohio State Route 535 South: Ohio State Route 84 West: Ohio State Route 44 East: Ohio State Route 86/Ohio State Route 20 The entrance of the building will be within ½ mile of public transportation (ex. Bus) and within ½ mile of inexpensive priced restaurant. The Space shall be contiguous. Spaces not on the ground floor must have minimum of two elevators. Space, grounds and landscaping shall be accessible to persons with disabilities (Architectural Barriers Act Accessibilities Standards). Space shall not be located in the 500 year flood plain. Offered space must meet Government requirements for Life and Fire Safety, Seismic and Sustainability Standards, Energy Independence and Security Act (2007(requires the building to have achieved the Energy Star label rating in the most recent year)) and all other applicable regulations per the terms of the lease. Non-certified buildings will only be considered when no Labeled buildings are available or the space is located in a historic building (National Register of Historic Places). Expressions of Interest are due on May 2, 2016, no later than 4:00 PM EST. A market survey of the properties offered for lease will be conducted by the Department of Veterans Affairs. All interested offers (owners, brokers, or their legal representatives) must provide written acknowledgement. Please include the following: Building Name, Address, and Age Location of the available space within the building Rentable Square Feet (RSF) available and expected rental rate per NUSF (shell and operating cost) Drawings Building Ownership Information Amount of Parking available on-site; include its cost and indicate whether the expected rental rate includes such required for Government parking (if applicable).
