- REQUEST FOR INFORMATION Automated Mail Sorting and Processing For Department of Labor (DOL)Office of the Assistant Secretary for Administration and Management (OASAM) Office of Administrative Services (OAS) Request for Information (RFI) Number: DOL-OPS-16-N-OOO11 1.0 PURPOSE AND OBJECTIVES The United States Department of Labor is conducting market research for an upcoming requirement involving automated mail sorting and processing system for the Office of Administrative Services, Facilities Division, Mail Management Center. Responses are requested from both Original Equipment Manufacturers (OEMs), OEM representative companies that provide equipment only, and also companies capable both the equipment and maintenance. 2.0 PROJECT DESCRIPTION The upcoming procurement will involve the procurement, installation warranty, initial training, and the update of associated software for a latest technology, high speed mail sorting and processing system for all incoming mail at the Department of Labor Frances Perkins Building, Washington, DC. The mail sorting system, must be designed to meet daily high-speed mail processing needs of the Department of Labor with strict space limitations and can easily sort heavyweight, heavy-letter, slick/glossy, tall mail and much more. The incoming mail is approximately 100,000 - 500,000 annually. To include processing of various types of mail including: •Incoming letter mail •Incoming flat mail pieces •Special mail, to include but not limited to registered, certified, and urgent type mail categories • Boxes and other parcels • Any other, undeliverable or lookup mail The mail sorting system must be modular in design to allow for additional modules/devices or adaptations to add in the integrity, efficiency and expansion of capability with little to no redesign or excessive cost. Mail sorting system must be flexible and tailorable to changing delivery conditions or building wide mail stop changes. A critical component of the mail sorting equipment and software system is the capability to gathering, store, analyzing, display and report various industry standard metrics and key performance indicators, and be able to tailor data sets and reports with minimal programing. A maintenance contract requiring a qualified and experienced service technician to be available within 24 hours to perform required maintenance, troubleshoot and repair to ensure the proper operation of the equipment, to include the software and hardware and other ancillary devices necessary to support the proper operation, and to be periodically evaluated for functionality and security is a desired optional service. The maintenance service contract would also include recurring training of DOL staff and employees. 3.0 RFI RESPONSE INSTRUCTIONS Interested parties are requested to respond to this RFI with the following. 3.1. Point of Contact (POC) Information: Name, mailing address, phone number(s), fax number, and e-mail address of designated point(s) of contact. 3.2. Business Registration Information: Commercial and Government Entity (CAGE) Code; Dun & Bradstreet (DUNS) Number; and Tax Identification Number (TIN). 3.3. Business Type (Large Business, Small Business, Small Disadvantaged Business, 8(a)-Certified Small Disadvantaged Business, HUBZone Small Business, Woman-Owned Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, etc.). 3.4. Types of Contracts Held and Past Performance: For example, General Services Administration (GSA) Schedule Contract, National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) Contract, etc and include summary of contract scope, duration, contract value and performance summary/CPARs. 3.5. Pricing: Please provide your best estimated price range to provide the equipment and services described in this RFI for Fiscal Year 2017. The information provided can include both your lowest estimate and highest estimate. 3.6. Capability Statements: Capability Statements are limited to 20 Pages (Not including charts, certification, past performance, graphs, and matrix / cross reference information. Additionally, at a minimum, the Capability Statement shall address the following questions: A. QUESTION 1: Explain and provide information on the types of mail sorting equipment systems that the Offeror has available for purchase and recommendations based on project scope above. Include cost drivers, data and specifications, capabilities, reliability information, ancillary equipment, warranty coverages, etc... B. QUESTION 2: Explain the capability of mail sorting equipment systems and the associated mail management processing software systems and database management, including storage, metrics, key performance indicator and management of system dashboards. The software/equipment system should have the ability to display, query, store, generate reports and ad-hoc queries, print, and display dashboard type operation status'. C. QUESTION 3: Provide information regarding mail operations certifications and training, or any other pertinent certification or training of the Offeror's company and staff. D. QUESTION 4: For Offerors capable of providing both equipment and maintenance services, provide a statement demonstrating that the Offeror has a minimum of 3 or more years' experience in maintaining the proposed equipment and experience in conducting training (at least on a semi-annual basis) on the use of the mail sorting and processing, and software systems to include type, duration and location of training. Include the requisite amount of training required and/or offered for various mail sorting equipment systems. 3.7. Further, the OASAM/OAS are not at this time seeking proposals and will not accept unsolicited proposals. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. The documentation provided will not be returned.
