- This requirement has the following two (2) CLINs: 1. NSN 5985-01-622-9603 - ANTENNA SUBASSEMBLY, P/N 0179-151-2UK-02T is sole source to L-3 Global Communications Solutions, Inc (1UB81). 2. NSN 5996-01-623-6222 - AMPLIFIER RADIO FRE, P/N 62-00001T is sole source to L-3 Global Communications Solutions, Inc (1UB81). Based on market research this item is considered a commercial item and will be solicited using FAR Part 12. Both items will be shipped to (SW3121) Albany, GA 31704-1128. FOB origin and inspection acceptance at Destination is required. This solicitation is being issued under the First Destination Transportation (FDT) program. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.o.b. Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website http://www/dla.mil/FDTPI/ This solicitation is not set-aside for small business. SOURCE MUST BE REGISTERED IN SYSTEM AWARD MANAGEMENT (SAM), and in iRAPT, Invoicing, Receipt, Acceptance and Property Transfer (Formerly WAWF). This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on or after April 12, 2016. Hard copies of this solicitation are not available. There are no technical drawings/bid sets available. The required delivery for both CLINs is 90 days after date of order. Best commercial packaging is acceptable. All offers shall be in the English language and in US dollars. 1. All responsible sources may submit a proposal which shall be considered. See Notes: (X) The solicitation will be available in FedBizOpps on or after 4/14/16. (X) This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C/ 2304 (c) (1). Approved source is: L-3 Global Communications Solutions, Inc (1UB81). as the primary approved source. (X)While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery and other evaluation factors as described in the solicitation, per provisions (52.215-9C09, 52.211-9051, and 52.215-9022). (X)The Small Business size standard is 750 employees. (X) Specifications, plans or drawings are not available. (X) This proposed procurement includes the Federal Supply Class: 59. (X) The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision.
