Description
Description: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. Pursuant to its authority under 23 U.S.C.401, et seq. the agency develops, promotes, implements, and supports effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. The Secretary of Transportation's emphasis on bicyclists and pedestrians has brought attention to these vulnerable road users, little is known about the effect of bicyclist safety laws, such as safe passing laws and yielding laws, on bicyclist-motor vehicle interactions and crashes, or about the enforcement of these laws. In 2013, 743 bicyclists were killed and 48,000 injured in motor vehicle related crashes. Thirty-three States and the District of Columbia have safe passing laws that provide details about how much space motorists should allow when passing bicyclists. Twenty-five of these States laws indicate a minimum passing distance of 3-feet, Pennsylvania indicates 4-feet, and eight States indicate "a safe distance." Seventeen States have no specific laws for passing a bicyclist. Given the unknowns surrounding interactions and conflicts between bicycles and motor vehicles and law enforcement efforts, more research is needed This study will be conducted in phases. The first phase will consist of three parts - 1) assess the extent to which crashes, injuries, and fatalities are associated with bicyclist and motor vehicle driver actions (e.g., attempting to pass bicyclists too closely, failing to yield right of way on the part of the bicyclist or driver, merging improperly, etc.), 2) determine which, if any, localities are enforcing bicyclist safety laws such as safe passing and yielding statutes, and how they are enforcing the statutes, and 3) determine what methodologies have been developed and are available to observe bicyclist/motor vehicle interactions such as measuring passing distance or yielding behaviors and the extent to which these methodologies are being used. The overall objectives of this contract are to: 1) Assess the extent and typology of bicyclist/motor vehicle crashes, injuries, and fatalities based on bicyclist and motor vehicle driver action. (Examples include - How many bicyclist fatalities are associated with motor vehicle drivers attempting to pass bicyclists too closely? How many bicyclist/motor vehicle crashes are attributed to failure to yield on the part of the driver and/or bicyclist?) 2) Determine which, if any, localities are enforcing bicycle safety statutes and how they are enforcing the statutes. 3) Determine what methodologies have been developed and are being used to observe and measure bicyclist/motor vehicle interactions. 4) Conduct a literature review of studies that have investigated safety laws including passing and yielding laws and detail the role passing distance or yielding versus other actions plays in bicycle/motor vehicle crashes. 5) Conduct naturalistic observations to quantify the targeted behavior. 6) Determine the impact law enforcement combined with increased education about bicycle safety laws has on motorists driving near bicyclists. NHTSA seeks a Contractor to assist in accomplishing the research study surrounding interactions and conflicts between bicycles and motor vehicles and law enforcement effort. This acquisition is being offered for Small Business Set Aside. The NAICS Code for the anticipated contract is 541712. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 10, 2016. Period of Performance: Forty-eight (48) months from the date of award. Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2016.
