Description
REQUEST FOR INFORMATION THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. U.S. Army (USA) Contracting Command, Aberdeen Proving Ground (APG), Edgewood Contracting Division, on behalf of the Edgewood Chemical and Biological Center (ECBC) is conducting a Market Survey to identify potential qualified sources to support the development of the next version of the Individual Protection System Performance Model (IP SPM). The IP SPM is a physics-based chemical/biological garment modeling suite of tools that can quantify overall protective and thermal performance of novel individual protection (IP) garment designs, as well as fielded IP systems, against identified chemical/ biological (CB) agent threat scenarios. Interested parties that can provide the exact engineering services may submit a response. The response shall demonstrate the ability to provide the required engineering services, the estimated cost and the estimated delivery timeline. Background and Description: This Request for Information (RFI) by the Army Contracting Command seeks industry feedback on vendors that can provide specialized engineering services to continue developing the Individual Protection System Performance Model (IP SPM). Vendors are required to demonstrate prior expertise in physics-based model development and algorithm development required to evaluate modern protective materials, protective garments and provide IP equipment developers with the information needed to evaluate garment performance under various threat conditions. Vendors must be familiar with software development in Java and MATLAB®. Vendors must also be familiar with the test equipment and methodology to conduct material swatch testing using chemical warfare agents, toxic industrial chemicals, toxic industrial materials and the design, fabrication & operation of the Chemical/Biological Agent Resistance Test (CBART) prototype cell in order to provide appropriate analysis and support. Interested sources shall clearly demonstrate how they would propose supporting this effort by submitting a brief summary of Capabilities and pertinent points of contact. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions. Submitted material will not be returned. All submissions must be in Microsoft Word or Adobe PDF (1-inch margins and 12 point Arial or Times New Roman font), e-mailed to usarmy.apg.rdecom-ecbc.mbx.solesourcecontract-ipspm@mail.mil. The NAICS classification for this potential requirement is 541712 - Research and Development Physical, Engineering, Life Sciences. Small business concerns that comply with the aforementioned NAICS classification standard are encouraged to respond, indicating their status under the subordinate subcategories, if applicable (i.e., small disadvantaged small business, women-owned small business, service disabled veteran owned small business, etc.). All respondents to this RFI MUST BE US CITIZENS within the Continental United States (CONUS). No other responses will be permitted. All submissions must be received no later than 02 May 2016, 3:00 pm EST. Responses shall not be above the level of Unclassified/For Official Use Only (FOUO).
