- THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The submission of this information is for planning purposes to determine the availability of potential and eligible contractors for a single award to install radon mitigation system on military family housing units on Kadena AB, Okinawa, Japan. It is not to be construed as a commitment by the Government to procure any services, nor does the Air Force intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. No solicitation, specifications, or drawings will be available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Ms. Venice Pamparo at venice.pamparo.2@us.af.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources interested in installing radon mitigation system on various housing units on Kadena AB, Okinawa, Japan. The capabilities will be evaluated solely for the purpose of determine adequate competition among the potential pool of available contractors. This project is planned for advertising in April 2016. The estimated cost range according to the Federal Acquisition Regulation (FAR) 36.204 is $250,000 to $500,000. The NAICS Code is 562910. The projected performance period for this project is 236 calendar days. Under FAR 52.236-1, the contractor shall perform on the site, and with its own organization, work equivalent to 25 percent of the total amount of work to be performed under this contract. WORK SUMMARY: In general, the contractor shall install a new radon mitigation system. The work being conducted shall include, but is not limited to the following: 1.1 Conduct a pre-installation inspection, gather relevant site data, and review existing drawings and radon sampling data. Determine size, location, and configuration of mitigation system to achieve radon reduction goals <4.0 picocuries per liter (pCi/L) for each housing unit. 1.2 Install a new mitigation system that is needed based on pre-testing results, where results yielded 4.0 pCi/L or greater. Where possible, mitigation systems shall be completed using active soil depressurization (ASD) techniques and employ sub-slab depressurization (SSD) methods. All installed exterior hardware and components shall be corrosion resistant suitable for coastal marine environments. Provide electrical wire from new suction fan to existing circuit breaker panelboard. New interior conduit shall run above ceiling as much as possible. 1.3 Upon completion of the installation work, the Contractor shall provide a final report summarizing all field activities, and conclusions/recommendations. In addition, the Contractor shall provide (either as an appendix to the final report or a separate report) operations, maintenance and warranty information on installed systems. Include detailed photos of pre-existing conditions, work performed, and final conditions. Photos shall include unit numbers and written descriptions as necessary. This project will be performed in its entirety in the country of Japan. CAPABILITY STATEMENT: The following requests are designed to assist 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan in tailoring requirements to be consistent with industry capabilities. Please provide your responses to the following. Please limit your submission to no more than 15 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to perform work under a contract of this magnitude and comparable work performed within the past 3 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples. 3) Offeror's Joint Venture information if applicable - existing and potential. 4) Offeror's Bonding Capability in the form of a letter from Surety. The capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the area specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Potential offerors are not required to respond to this sources sought but are highly encouraged as again this information will help assist the Government in meeting our requirements in an efficient and effective manner.
