- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm-fixed price contract to procure a 120 ft. x 45 ft. x 10 ft. welded steel barge that will be used in support of the civil works maintenance and repair mission of the Jacksonville District. The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid W912BU-16-B-0010 will be issued on or about 11 April 2016 with a bid opening date of 11 May 2016 at 1400 EST. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the IFB and any amendments. All bids are to be delivered hard copy; copies shall be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Justin Chung. The contractor shall have the ability to construct the vessel in accordance with contract drawings. The barges shall have ABS classification for "Maltese Cross ✠A-1 Barge, Rivers & Intra-Coastal Waterways Service", with "Reinforcement B" notation. The barge shall be constructed of ABS Grade A and ASTM A36 steel and be certified by ABS. The barge bow and stern shall be raked. The barge shall have four spud wells and six cargo guide wells. Two spuds will be required, with options for two additional spuds and six cargo guide stops. There will be an option for crane boarding ramps to be designed, fabricated and installed by the Contractor. There will be an option for cargo dunnage to be provided and installed by the Contractor. Delivery and final acceptance will be by the U.S. Army Corps of Engineers Jacksonville District, South Florida Operations Office. Delivery will be to: US Army Corps of Engineers SFOO 525 Ridgelawn Rd. Clewiston, FL 33440 Period of performance including delivery is 365 days after notice to proceed. The NAICS code is 336611 and the size standard is 1,250 employees. This procurement is 100% set-aside for small business. A bid guarantee and performance and payment bonds will be required; warranty of supplies/services will apply. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
