Description
Background: The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a one (1) year service contract for a Fischione Model 1040 NanoMill. The NanoMilll is a low energy argon ion mill used for transmission electron microscopy specimen preparation. It is located in the NIST Center for Nanoscale Science and Technology (CNST) in Gaithersburg, MD. The NanoMill is a shared resource that is accessible to researchers from industry, academia, NIST and other government agencies. The requested service contract is required to keep the NanoMill operational. This service shall be performed to allow for minimal interruption in service as it is required to be available for twenty-fours (24) hours per day and seven (7) days a week. Requirements: After market research results are obtained and analyzed, minimum requirements specifications for the preventative maintenance service contract will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. 1. GENERAL a. Provide a one (1) year preventive maintenance service contract for a Fischione Model 1040 NanoMill. b. All equipment and components shall be new OEM parts. Used or remanufactured equipment will not be considered for award. 2. BASE REQUIREMENTS a. The Contractor shall complete the following preventative maintenance on visits: i. Check vacuum and purge system operation ii. Check gas flow control system iii. Clean/replace ion sources iv. Replace vacuum gauge v. Replace load lock O-rings vi. Lubricate and check alignment of sample loading rod vii. Clean air filters viii. Complete any necessary repairs b. Telephone and email support for troubleshooting, repair and maintenance by OEM factory trained personnel shall be provided. c. Unscheduled maintenance including OEM replacement parts and labor by OEM factory trained personnel shall be provided. Instructions to Responders: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219 as those domestic sources having annual receipts not in excess of $20,500,000.00. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide a preventative maintenance service contract in accordance with the specifications listed above are requested to email a detailed capabilities statement describing their abilities to cory.worley@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. The Contractor shall provide the following as part of the response to this sources sought notice: 1. Name of the company(s) that offer system maintenance for the Fischione Model 1040 NanoMill instrument. In addition, provide a point of contact for the company(s). 2. Indication of number of days, after receipt of order that is typical for delivery of such maintenance. 3. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
