- Learning Review Technical Specialist (LRTS) support is required for Wildland Fire incidents and other agency incidents that meet the threshold of the Forest Service Chief's level review or investigation. PLACE OF PERFORMANCE The LRTS will often travel to the incident area, or to another specific meeting location to provide support directly to the learning review team lead or Coordinated Response Protocol (CRP) effort. Because this requirement is directly related to the occurrence of and timely response to an incident, there is no predetermined schedule of work hours or locations and LRTS will be expected to respond to the incidents Nationwide, within 24 hours. On-site locations may be remote and require a heightened level of physical effort to access. DUTIES LRTS duties will range from providing leadership to the review team, sharing writing expertise, interview expertise, and human factors expertise as dictated by the details of the incident. An LRTS may be requested at any point in the learning review process, and may be expected to do a variety of work either in the field, or at their home unit. This can include assembling focus groups, deliberation with academic specialists, creating recommendations and writing report(s) as required, to meet the needs of the Learning Review Board. This work will be reviewed by the Response Coordinator, Director of the Office of Innovation and Organizational Learning and/or The Director of the Office of Safety and Occupational Health (or their designees). QUALIFICATIONS Learning Review Technical Specialist (LRT) shall possess four or more of the following: •A master's degree in Human Factors and Systems Safety or a field related to the investigation/review of accidents with specific emphasis on social interactions. •Significant work experience, professional skills, certificates, or background related to Human Factors and Systems Safety as they pertain to Agency accidents or incidents. •An operational background in wildland firefighting or working knowledge of Forest Service wildland fire operations •Previous experience with the Coordinated Response Protocol (CRP) and/or Learning Review. •Working knowledge of the National Forest System and Forest Service operations.
