INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Leica Microsystems, Inc., 1700 Leider Lane, Buffalo Grove, IL 60089 to provide the EM ICE High Pressure Freezer to the NHLBI Division of Intramural Research (DIR). BACKGROUND The NHLBI Electron Microscopy Core Facility provides technical assistance, service, and training for researchers at NHLBI and throughout NIH. Researchers use the Core to examine cellular and molecular processes and components at a higher resolution than light microscopy can provide. Currently, the Core follows conventional chemical sample preparation protocols that introduce well-known artifacts and reduce antigenicity of the samples. The Core aims to develop cryo-techniques, including high pressure freezing and cryo-ultramicrotomy. High pressure freezing minimizes artifacts and preserves samples as close to their native state as technologically possible. Cryo-ultramicrotomy retains the antigenicity of samples, which allows for a greater likelihood of successful immunolabeling. These techniques facilitate research performed at the Core by allowing accurate interpretation of micrographs due to a decrease in artifacts and enhanced resolution of immunolabeling through greater antigenicity and staining. PURPOSE The purpose of this acquisition is for a contractor to provide the EM ICE High Pressure Freezer to the NHLBI Division of Intramural Research (DIR). PROCUREMENT The contractor shall provide the following: -Leica EM ICE (No : 16771801) -Flat specimen 3mm system (No : 16771828) -Flat specimen 6mm system (No : 16771829) -3mm sapphire discs system for LS (No : 16771871) -3mm finder grids (No : 16770131269) -Coating mount f. 3&6mm sapphire disks (No : 16770131350) -Microscope M80 for EM ICE (No : 16771861) -Fluorescence Module GFP (No : 16771863) -Heating elements for loading station and table (No : 16771859) -Table extension (No : 16771869) -Trisection pod for specimen Dewar (No : 16771866) -Microscope stage insert for CLEM (No : 16770159) -Nozzle (2x) (No : 16771865) -Light stimulation package (No : 16771858) -Light Module Blue (450 Lambda) (No : 16771842) JUSTIFICATION The sole source determination is based on the fact that the Leica EM ICE is the only High Pressure Freezer system capable of integrating with the NHLBI Electron Microscopy Core's existing system configuration. This integration is critical to maintain the laboratory experiments currently in progress in the core. Any other system would not be compatible and could cause delays for the lab. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500. This acquisition is being conducted under FAR Part 13.5, Simplified Procedures for Certain Commercial Items, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-87 (March 16, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 30, 2016 at 3:00PM EST and must reference synopsis number NHLBI-CSB-HL-2016-102-JML.
