Description
Due dates for quotes extended to 1 PM ET, 3/31/16. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSSCCG-16-Q-00102 is issued as a request for quote (RFQ). The Government reserves the right to award without discussions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. The requirement is not a set aside. The associated NAICS code is 541990 - All Other Professional, Scientific, and Technical Services. The small business size standard is $15.0 Million. Description of the requirement is as follows: Solicitation # HSSCCG-16-Q-00102 is issued as a request for a Firm fixed Price quote to provide College Credit Recommendation Services for our BASIC Immigration Officer courses. College credit recommendations for courses developed by the United States Citizenship and Immigration Service (USCIS) can help USCIS align professional education and training to college credit. By receiving college credits for training and work experience USCIS may entice employees who do not have college credits or a degree to seek higher education by giving them an opportunity to accelerate degree completion and reduce cost of a college education. This in turn will expand USCIS employee's professional education portfolio and help with recruitment and retention. A statement of work and detailed quote instructions are specified in the attachments included in this notice. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition as does the addendum to the provision found in Section IV.B. Offerors shall include a completed copy of the provision 52.212-3 in Section VI, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition as does the addendum to the provision found in Section II.A. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional FAR clauses cited in this clause are applicable to the acquisition and can be found at Section II.C. Additional contract requirements or terms and conditions necessary for this acquisition and consistent with customary commercial practices shall be found in Section II.C. Quotes shall be submitted by email in.pdf format to: michael.w.drake@uscis.dhs.gov, and dale.allen@uscis.dhs.gov. Other electronic or hard copy submissions are not authorized. The quote shall be received by 1:00 PM ET, Thursday, March 31, 2016. QUOTES/OFFERS RECEIVED AFTER THE SPECIFIED DUE DATE AND TIME WILL NOT BE CONSIDERED FOR AWARD.
