Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Techniplast, USA for ventilated rack and cages without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-87 dated March 7, 2016. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106.1.b-1 DESCRIPTION OF REQUIREMENT Purpose and Objectives The mission of the Intramural Research Program (IRP) of the National Institute on Drug Abuse is to conduct state-of-the-art research on basic mechanisms that underlie drug abuse and addiction, and to develop new methods for the treatment of drug abuse and addiction. Research is supported at the molecular, genetic, cellular, animal, and clinical levels and is conceptually integrated, highly innovative, and focused on major problems in the field. The long-term goal of the research is to better understand the biological and behavioral factors contributing to initiation, maintenance, and elimination of drug abuse and addiction (and associated diseases), and to translate this knowledge into improved strategies for preventing, treating, and reducing the negative consequences for the individual and for society caused by drug abuse and addiction. The National Institute on Drug Abuse (NIDA) requires Ventilated rack and cages to accommodate mice. This request is to add 1 ventilated single sided rack (for mice) that is COMPATIBLE with the existing 36 Tecniplast ventilated racks that NIAAA has at Fishers Lane Animal Center (FLAC). NIDA IRP is working on a collaboritve effort with NIAAA and the use of this equipment is essential for the science. This rack must also be compatible with any existing mobile Touch Slim line trolley that NIAAA has in the facility. One trolley must serve up to 3 single sided racks or 2 double sided racks. Cages and wire lids must accommodate flow tops designed to fit 2 external bottles (needed for drinking tests). Cages must be compatible with any of the 36 existing racks used at NIAAA (Model 2T162MAC30CA, 162 cafes, and Model 2T81MAC30CA, 81 cages). PURPOSE AND OBJECTIVES: The ventilated caging equipment will be used for behavioral characterization, learning and memory, and psychopharmacological studies conducted in mice. For consistency and reliability regarding behavioral testing, it is very important to use the same caging accessories NIAAA has been using for the last 12 years (cages, blue flow tops, seal safe tops, wire lids, supply and exhaust units) and the same concept NIAAA learned from previous experiences using the same equipment. Project Requirements The National Institute on Drug Abuse (NIDA), requires ventilated rack and cages to accommodate mice. Specifically, NIDA requires the vendor to provide the following: 1 1. 1.Sealsafe rack 2.Flexible hose 3.Lid with nylon seal 4.H-temp top flow top 5.External bottle 6.Polysulfone water bottle with silicone ring 7."smart flow" air handling unit 8.81 cages with the following demnsions: 14.53" (L) X 6.142" (W) X 5.197" (H) with a floor area on 67.43 square inches. 1. Delivery time One month from recipt of order. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Tecniplast is capable of providing te requested ventilated racks and cages. Technicplast is the sole manufacturer of the requested items and procuring from another source would disrupt the continuity of science. The proposed equipment is an upgrade to current equipment at NIAAA. NIAAA has standardized their mice holding facilities, but does not have enough inventories to accommodate NIDA’s research needs, which is an expansion of NIDA’s ongoing projects. Therefore, the acquisition of this specific ventilated rack is critical for the development of NIDA’s research on mice towards our scientific goals. The intended source is: Tecniplast USA 1345 ENTERPRISE DR STE 2 WEST CHESTER, PA, 19380-5964 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.” A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
