- RFQ Synopsis: This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E5-16-T-0013 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 238220 which has a size standard of $15.0 million dollars. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for technical services of a refrigeration mechanic to start-up/shut down refrigeration systems; change oil and filters prior to start-up; and troubleshoot service calls for equipment malfunctions at the Fox Permafrost Tunnel Complex facility located in Fairbanks, Alaska. Please reference the attached RFQ for the Performance Work Statement (PWS), as well as all applicable provisions and clauses. The following factors shall be used to evaluate offers: ability to meet the required technical specifications and price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Delivery shall be FOB Destination. The base year period of performance is intended to be 16 April 2016 - 15 April 2017 with 4 option years.
