Description

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) Division has an urgent need for Gypsy Moth (+) Disparlure Pheromone Dispensers. The pheromone dispensers are used in traps to detect gypsy moth infestation outside of known infested areas. The USDA APHIS PPQ Division intends to issue a sole source, one-time purchase order to Scentry Biologicals, Inc. located in Billings, MT with an anticipated total price of $54000 under the authority of FAR 13.106-1(b)(1). Scentry Biologicals is the only source having past experience with manufacturing these specific pheromone dispensers for USDA APHIS. The Scentry product does not require time-consuming first article testing. Because there is an anticipated ongoing need for this item, a solicitation for these pheromone dispensers will be posted at www.fbo.gov for a 5-year IDIQ contract sometime in the near future. This notice is not a request for a quote, and no formal solicitation for a purchase order will be issued. This notice is for informational purposes only. However, all interested parties may contact the Contract Specialist listed below. Anyone interested in responding to this requirement must be able to provide compelling evidence that they can provide an equivalent gypsy moth pheromone dispenser in a timely manner and at a reasonable cost. Responses must be submitted electronically, via email, to michael.j.chiodi@aphis.usda.gov. The deadline for the submittal of responses is 12:00 noon central time, April 1, 2016.
