- This notice is a synopsis for a proposed contract action to Contract W52P1J-10-C-0062 (Kuwait Base Operation and Security Support Services (K-BOSSS)) that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contracting Command - Rock Island intends to award a modification to extend the existing contract W52P1J-10-C-0062 for the period of 29 March 2016 to 28 December 2016 with an evaluated option of 29 December 2106 through 28 March 2017 in accordance with FAR clause FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Vectrus Systems Corporation (Vectrus). The contract period of period of performance was initially for a base year plus four option periods. FAR clause 52.217-8 was exercised for period of 29 September 2015 and will end on 28 March 2016. The initial solicitation W52P1J-09-R-0065 was originally synopsized May 5, 2009 as well as the original issuance of the contract W52P1J-10-C-0062 effective 29 September 2010, synopsized 04 October 2010. The option to extend services under FAR clause 52.217-8 was synopsized on 23 June 2015. The expected modification date for the current contract for the extension is no later than 28 March 2016, effective 29 March 2016. The nine month extension is intended to be awarded to Vectrus under FAR 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. A full and open competition is underway for the follow-on to the K-BOSSS contract and the solicitation has been posted to FedBizOps. The proposed modification will continue critical base operations support and security support services throughout the Kuwait area of responsibility (AOR) including forms, publications, and reproductive services; Army postal operations; operations; logistics; information management; public works; environmental services; medical administrative support; installation services; security services; fire services; and emergency services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
