- Description
- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under authority of 41 U.S.C. 1901 and 3304, FAR 6.302-1, 13.106-1(b), and 13.501(a)(1)(ii), only one responsible source and no other supplies or services will satisfy the agency requirements. The Agency intends to award a sole source contract to MB Consultants, Inc., 110 Cypress St STE 407, Brookline MA 024456018 to procure services in support of the Federal Retirement Thrift Investment Board (FRTIB). This action will result in a Labor-Hour contract with a period of performance of one year and a total contract cost not to exceed $230,600. The procurement will be classified under North American Industry Classification System (NAICS) 541611. The contractor shall provide support to FRTIB with Thrift Savings Plan (TSP) workflow applications and processes in order to ensure that participant requests are handled consistently in accordance with FRTIB policy. Under this contract, the contractor shall perform the following tasks: • Serve as a liaison between FRTIB, other OPOP contractors (or their subcontractors), and the TSP's Technology and Enterprise Support Services (TESS) contractor (or its subcontractors) to identify and resolve any issues relating to form workflow applications (DocXP, AnyDoc, AG, CoDIS, DeDIS, CAMS, and PSR); • Review and document business requirements to ensure TSP forms are designed and processed to comply with the Agency's business rules; • Document and track system bugs relating to form functionality and their resolutions/fixes; • Assist the TESS test team in creating valid test cases, reviewing test results, and ensuring issues are identified and resolved in accordance with business requirements; • Serve as a subject matter expert and key resource on various TESS test teams responsible for creating valid test cases, reviewing test results, and ensuring that all issues are identified and resolved in accordance to the business requirements; • Make recommendations for upgrading and enhancing form design and functionality; and • Coordinate, test, and document correspondence changes requested by the participant correspondence team (this includes generating reports from AG on a weekly and monthly basis pertaining to the call center correspondence group processing and research queues). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 1:00PM EST on April 5, 2016 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to perform the requirement and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
