Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Center for Neutron Research (NCNR), intends to negotiate on a sole source basis with SensL Technologies Limited, located in Cork, Ireland, under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The NCNR is engaged in a project to build a polychromatic incident beam reflectometer for measurement of many types of layered microstructures. The detector for this instrument will use an array of highly oriented pyrolytic graphite crystals to diffract neutrons scattered from the specimen into an array of neutron sensors. These sensors, under development by NIST, use neutron-sensitive scintillators to produce light which is then collected by wavelength shifting fiber optics and conducted to a photo sensor. The most important characteristics for this photo sensor are compact size (3 mm X 3 mm active area in a surface mount package), sensitivity (> 45% photo detection efficiency at 420 nm), low noise (< 200 kHz at room temperature), short recovery time (< 80 ns), and exceptional stability. Because the spatial constraints of the detector are extremely limited, it is important that the package of the photo sensor be sized to match the cross sectional area of the wavelength shifting fibers without requiring more than 20% additional area over the active area. The sensitivity of the device must peak within 50 nm of the emission wavelength of the wavelength shifting fibers. Low noise is required to minimize the likelihood of misidentifying noise as a neutron candidate. Short recovery times (less than 80 ns) permit the use of robust gamma ray rejection algorithms. Finally, both static and thermal stability of the devices is essential to simplify the design of the front end electronics to eliminate the requirement of individually calibrating each sensor and adjusting for gain as a function of temperature. NIST has performed extensive market research and has determined the SensLTechnologies Limited, MicroFJ-30035-TSV, in unique in that is possesses all of the required performance characteristics in the smallest package (3.2 mm x 3.2mm x 1mm). It is the optimal size for the NIST photo sensor design. NIST engineers have designed carrier boards, preamplifiers, and discriminators for this unique part. The selection of any other part will require a complete rework of the existing equipment's front end signal chain. As outlined above, SensL Technologies Limited, is uniquely qualified to provide a commercially available, direct drop in silicon photomultiplier, which requires no additional modifications to the existing detector and allows the project to continue running smoothly. The NAICS Code is 334516 with a size standard of 1000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
