Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory Sensor Science Division, intends to negotiate on a sole source basis with Effisil Oy, located in Nummela, Finland under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The Sensor Science Division requires a Predictable Quantum Efficient Detector (PQED) for the calibration needs for monitoring and realizing the SI base unit - candela. The PQED is a unique piece of equipment that is only available from Effisil Oy and is the outcome of a specific R&D effort. The PQED is the first detector with predictable quantum efficiency equal to unity within 80 ppm (parts per million) standard uncertainty at room temperature. The unique characteristics of the PQED are as follows: (1) based on proprietary calibration-free silicon photodiodes (2) relative standard uncertainty of 0.008% of optical power measurement in the spectral range of 400-800 nm (3) room temperature operation (4) BNC connector for bias voltage and output signal (5) gas valves for flow of particle-free scientific grade nitrogen through the instrument when operated without window (6) adjustable Brewster window for operation with collimated p-polarized light The NAICS Code is 333314 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
