Description
Currently, industrial and military chemical/biological (CB) protective clothing systems and protective materials that meet the National Fire Protection Agency (NFPA) 1991 standard are commercially available to protect emergency responders and US Warfighters operating in Immediately Dangerous to Life and Health (IDLH) and CB warfare agent contaminated environments. However, current Level A suits are not optimized for use in military tactical environments especially due to their limited durability, noise, and excessively bulky designs. The US Army Natick Soldier, Research, Development, and Engineering Center (NSRDEC) is gathering information (to include supporting data) on developmental materials and composites that have the potential to meet/exceed NFPA 1991 certification with additional development. Information is sought on materials that are more suitable for military tactical operations that will offer CB warfare agent protection and protection from other hazardous chemicals. The hazardous chemicals listed in Table I that follows are provided as a guide. Increased durability and lower noise signature is also necessary for increased protection, operational comfort, and mission performance. Flexibility and a degree of stretchiness are also important characteristics. Certain users may be willing to accept a modestly reduced level of protection equivalent to OSHA/EPA Level B, in exchange for greater flexibility, comfort, and increased mission duration, so developmental materials with the potential to meet/exceed the requirements of this latter level are also of interest. Table I. Hazardous Chemicals of Interest Ethylene oxide Gas Methyl chloride (Dichloromethane) Gas 1,3-butadiene Gas Carbon disulfide Liquid (35.3 dynes/cm), 0oC) Tetrachloroethylene Liquid (28.7 dyn/cm) Acrylonitrile Liquid Tetrahydrofuran Liquid Material swatches and information should be submitted by 31 March 2016. Identify if the materials are currently commercially available or developmental; have already been shown to provide protection against CB Warfare agents or other hazardous chemicals (if so, identify challenge chemicals, challenge level, and performance); and show suitability for use in military tactical environments. All information provided in response to this Request for Information, must be marked accordingly if it is proprietary information. Responses to this Request for Information are not offers and cannot be accepted by the Government to form a binding contract. Any information/samples submitted will not be returned, and no payment will be made by the government for such information/samples. Any testing results will be controlled and used for governmental purposes only. Material samples (size: 8.5 inches x 11 inches), and technical information (on a CD) are to be submitted to: Ms. Claudette Sousa, US Army Natick Soldier Research, Development, and Engineering Center, Warfighter Directorate, ATTN: RDNS-SEW-TMC, 15 General Greene Avenue, Natick, MA 01760. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document exists.
