CAPABILITIES QUESTIONNAIRE STATEMENT OF WORK THIS IS NOT A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a Sources Sought notice to determine the availability of potential small businesses. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relate to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses will NOT be accepted from any other source(s). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The North American Industry Classification System Code (NAICS) is (611710). The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. GENERAL: This notice is a Request for Information (RFI) and is NOT/NOT a Request for Proposals (RFP) or a Request for Quotations (RFQ). The Department of State is issuing this RFI as a means of conducting market research to identify parties having an interest in and capable of providing the services herein the Draft Statement of Work (see attachment). Participation in this effort is strictly voluntary. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this RFI. Please be advised that all submissions become U.S. Government property. Responses to this RFI will not be returned. The RFI does not commit the Government to procure or contract for said services. The Contracting Officer is the only individual who can commit the government to the expenditure of public funds in connection with the proposed procurement. Proprietary/competition sensitive information will be protected from disclosure to the greatest extent practical, however, it is preferred that respondents do not provide proprietary or otherwise propriety/sensitive information in their response. Each page considered by a submitting organization to contain proprietary information should be clearly marked. The requested information is for planning and market research purposes only and WILL NOT/NOT be publicly released. Respondents will NOT be notified of the results of the evaluation. Responders are solely responsible for all expenses associated with responding to this RFI. RESPONSE PREPARATION INSTRUCTIONS: Responses must be submitted via email to Katya Gutierrez, Contracts Specialist at GutierrezKV@state.gov. The deadline for the submission of responses to this RFI is 2:00 p.m. EST, Thursday, March 31, 2016. All questions concerning this RFI must be submitted by sending an email to Katya Gutierrez no later than 12:00 p.m. EST Wednesday, March 30, 2016. Questions received after that date will not be answered, unless the Government determines the answer to the question imparts information material to Industry's ability to respond to this RFI. Government response to questions will be posted. All Government responses to questions will be made available on www.fedbizopps.gov. No phone calls will be accepted. No responses will be accepted after 2:00 p.m., EST Thursday, March 31, 2016. No questions will be accepted after 12:00 p.m., EST, Wednesday, March 30, 2016. DESCRIPTION OF INFORMATION REQUESTED Responses to this RFI should include the organization's full name, headquarters locations, and location of an office in the Washington, DC area, if any. They should also include the name of a point-of-contact and his/her email and conventional mailing addresses. Department of State (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is looking for a contractor the offer shall provide simultaneous interpretation services and written translation in support of the ILEA Roswell training program. The contractor shall demonstrate their technical ability and associated costs to provide conference level simultaneous interpretation services and written translation in support of the training schedule. The offeror shall budget for ten (10) sessions per year, with each session to cover a four (4) week period. Translations services will include providing translations for the ILEA Web Portal and ILEA Alumni Outreach program. The offeror shall also be prepared to provide additional interpretation support on an as needed basis in support of medical emergencies or as deemed necessary by the ILEA Director and/or COR. Training sessions may last up to ten (10) hours per day and the interpreters should be prepared to accompany the delegates on cultural events on some evening and weekends. (Refer to section C.2.5.4.1 Roles and Responsibilities of Interpreters). The contractor shall provide interpretation (3 interpreters per language) and translation into and from English into and from following, but not limited to, languages: Tier I Languages: a. French b. Thai c. Spanish Tier II Languages a. Albanian/Romanian b. Magyar c. Ukrainian d. Croatian e. Serbo-Croatian f. Portuguese g. Vietnamese h. Bahasa Indonesian i. Cambodian Tier III Languages a. Burmese b. Turkish c. Macedonian The contractor shall propose at least one consecutive interpreter per language to provide language services to the delegates during non-class hours. This includes emergency on-call services at any time. The Contractor will provide interpretation support on a regular basis to assist the facilities contractor for such things as airport arrivals, after-hour issues, weekend events, etc. is required, as well as responding to special requested from the COR when additional support is needed for a session. The contractor shall provide a schedule that is sufficiently staffed to provide full coverage for the delegates in and out of the classroom, without requiring overtime for individual interpreters. The PLACE OF PERFORMANCE would be in Roswell, New Mexico. Firms are invited to indicate their interests and capabilities by providing answers on the Capabilities Questionnaire in a separate (Capability Statement) to the email address provided in this notice. The Capability Statement shall be no longer than three (3) pages.
