Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small-disadvantaged business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND The National Institute on Aging (NIA) Laboratory of Epidemiology and Populations Studies (LEPS) has a need for a project entitled "Objective Measurement of Activity after Retirement in REGARDS Study participants". This is a new requirement and will be nested in the REasons for Geographic and Racial Differences in Stroke (REGARDS) Study, which is funded by a cooperative agreement, supported by the National Institute on Neurological Disorders and Stroke. REGARDS is an ongoing cohort study in which a multiracial cohort was recruited with oversampling in the southeastern United States, an area known for having a high risk of stroke. REGARDS is of particular interest because earlier in the study two measures of importance to estimation of activity in old age were carried out. The first was a measurement of activity using an ActicalTM accelerometer, mailed to the participant, and worn on the hip for seven days. The second measure was an occupational questionnaire supported by the National Institute of Occupational Safety and Health (NIOSH) and the Centers for Disease Control (CDC) and administered to cohort members. Daily activity in old age can be regarded as a vital sign. Measures of endurance, such as a 6-minute walk test, and measures of function, such as a 6-meter walk, are predictive of mortality and morbidity. However, both of these tests are limited as they are performed within a clinical setting. The advantage of accelerometry is that it records activity during everyday life outside of the clinical setting. The overall goal of this ancillary study then is to estimate the change in daily activity over retirement. Currently, there are no studies using accelerometry that longitudinally characterize change in physical activity (PA) over retirement, so the data from this study would provide valuable novel information. The repeated objective PA monitoring data will provide specific information on change in PA volume, duration, intensity and distribution that will allow study of hypotheses regarding gender, race, and other factors that affect change in PA following retirement. These participants are also unique in having data from an extensive questionnaire from NIOSH regarding their job, demands of the job, and occupational history so that the physical and cognitive demands of their occupations can be more accurately estimated. PURPOSE AND OBJECTIVES The purpose of this requirement is to provide follow-up objective monitoring of members of the REGARDS Study with accelerometers in the hope to quantify the relationship between retirement and change in objectively-measured physical activity. PROJECT REQUIREMENTS The principal goals the Government hopes to achieve through this contract include: 1) develop and conduct a short telephone questionnaire which will update various data elements from a selected sample of the previous REGARDS cohort; 2) distribute accelerometers to those who opt-in to further research and provide customer service during the study period; 3) collect and analyze data from the research group; 4) combine accelerometer data with clinical data from the REGARDS Study. The contractor, with LEPS, will conduct hypotheses testing and draft reports or manuscripts with sharing of appropriate data as requested by LEPS. For this purpose, standard statistical and epidemiologic methods will be used. REPORTS/DELIVERABLES Quarterly Progress Reports to include the description of the work performed during the reporting period; Tables for assessment of sample for participants in the study; finalized questionnaire for administration over the telephone; monthly accelerometer data transfer with personally identifiable information removed; cleaned data set for analysis with personally identifiable information removed; and a Final Progress Report to include a summary report on the completion of the study at the end of the contract period will be required. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is for 18 months from April 1, 2017 through October 26, 2018. OTHER IMPORT ANT CONSIDERATIONS The Government is expected to use procedures in FAR Part 15. The North American Industry Classification System (NAICS) code is 541712 with a size standard of 1,000 employees. CAPABILITY STATEMENT/INFORMATION SOUGHT a. Capability Statement - Respondents to this notice must provide, as part of their response, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training related to the scope of this requirement; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.), pursuant to the applicable NAICS code; and, (3) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. b. Information Submission Instructions - Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8.5 x 11 size paper; (3) organize material in such a manner that clearly identifies and addresses capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) RESPONSES SHOULD BE RECEIVED NO LATER THAN 4:00 PM LOCAL TIME ON April 4, 2016; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to jon.gottschalk@nih.gov.
